This article contends PC began with Stalin.
PC is control of what you say and think. I would hazard a guess this has been going on since long before Stalin. Needless to say Lenin and Stalin performed a great deal of refinement and optimization.
The main difference between then and now is the closest thing to a safe room in 30s Russia was in Lubyanka prison.
