What Happens When Governments Force Corporate Boards to Appoint More Women | Mises Wire

The effects of gender quotas appear to be nugatory and, in some cases, expensive. Economic research reveals that in Norway, gender quotas reduced firm performance because female directors were on average younger and less experienced. Although some studies link stronger firm performance to female management, deeper analyses show that these results are driven by the propensity of high-quality firms to appoint competent women.

Quota systems

Competence in business, no matter the source, appears to be the key. One would think this applies to government also.

A controversial new law in California requires publicly traded companies headquartered in the state to include at least one woman on their board of directors. Supporters of those types of laws even contend that gender quotas could boost firm profitability. However, the literature indicates that gender quotas are unlikely to enhance firm performance. What is also shocking is that research argues that quotas may actually be damaging to the presumed goal of increasing the role of women on corporate boards.

No Help for Corporate Profits

According to a 2014 study titled “Women on Boards and Firm Financial Performance: A Meta-analysis” published in the Academy of Management Journal the relationship between female board representation and market performance is nearly zero. Similarly, a later study featured in the journal PLOS One complements the previous conclusion by submitting that a “higher representation of females on corporate boards is neither related to a decrease, nor to an increase in financial performance, confirming findings from a similar meta-analysis on this topic.”

Moreover, using a quota system to elevate women, unfortunately, fuels perceptions of tokenism. “Such females might be perceived as “tokens’’ to meet society’s expectations or those of important stakeholders, and could therefore be marginalized and not be taken seriously on the board, which might subsequently hinder their and the entire board’s performance, ’’ the authors note. Further, Noland, Moran, and Kotschwar (2016) in a shrewd assessment of gender quotas conclude that the “results find no impact of board quotas on firm performance, but they suggest that the payoffs of policies that facilitate women rising through the corporate ranks more broadly could be significant.”

The effects of gender quotas appear to be nugatory and, in some cases, expensive. Economic research reveals that in Norway, gender quotas reduced firm performance because female directors were on average younger and less experienced. Although some studies link stronger firm performance to female management, deeper analyses show that these results are driven by the propensity of high-quality firms to appoint competent women.

Furthermore, because gender quotas are often instituted as a response to demands for diversity, after complying, companies lose interest in pursuing initiatives to cultivate a nurturing environment for women. As Kathleen A. Farrel and Philip L. Hersch (2005) observe,“ Rather than the demand for women directors being performance-based, our results suggest corporations responding to either internal or external calls for diversity…. Consequently, as firms satisfied minimal expectations, they no longer actively sought greater diversity…. We fail to find convincing evidence that gender diversity in the corporate boardroom, on average, is a value enhancing strategy.”

No Help for Junior-Level Employees

In fact, though elites advocate gender quotas, the literature implicates them for failing to uplift low-level female employees. Discussing the inability of gender quotas to improve prospects for junior staff, the Economist writes: “Perhaps the most puzzling shortcoming of the quotas is that they have had no discernible beneficial effect on women at lower levels of the corporate hierarchy.” Neither do quotas increase the representation of women in senior management in firms where the policy is standard practice. 

Another strike against gender quotas is that the evidence refutes the assumption that quotas are beneficial since women bosses are likely to invest in female employees. The truth is that women are not more likely to promote other women, hence expecting gender quotas to induce favorable outcomes for female employees is questionable. In the research article “Meet the New Boss … Same as the Old Boss? Female Supervisors and Subordinate Career Prospects,” David J. Maume demonstrates the futility of expecting female bosses to make a difference. If an organization selects for people with masculine traits, then the women who are promoted will perpetuate the existing culture. “The cog in the machine perspective emphasizes that organizational structures, cultures, and policies remain pervasively male-oriented, and that careerist female managers will have to conform to organizational preferences to promote the careers of male subordinates…. The results are consistent with the notion that female managers are cogs in the machine, in that female supervisors have little or no effect on the career prospects of female subordinates, and instead foster men’s career prospects,” Maume explains.

Interestingly, research duly informs us that gender quotas can erect barriers to female employment. Research led by Pierre Deschamps illuminates the unintended consequences of institutionalizing quotas. According to Deschamps, hiring committees affected by quotas are considerably less likely to employ women. Deschamps asserts that quotas may have reduced the incentive to recruit women by fostering a false semblance of gender equity.

Legislation like California’s board mandates for female board members is being pushed on the grounds that it fundamentally shifts the balance in corporate America in favor of female employees and managers. Moreover, many even justified the change on the grounds these laws would improve corporate governance and profitability. Yet, there is no evidence such legal changes have accomplished any of these goals. Rather, new mandates only serve to further politicize the selection of board members while doing nothing to enrich these firms’ customers or employees.  Author:

Every four years, as the November presidential election draws near, I have the same daydream: that I don’t know or care who the president of the United States is. More importantly, I don’t need to know or care. I don’t have to vote or even pay attention to debates. I can ignore all campaign commercials. There are no high stakes for my family or my country. My liberty and property are so secure that, frankly, it doesn’t matter who wins. I don’t even need to know his name.

In my daydream, the president is mostly a figurehead and a symbol, almost invisible to myself and my community. He has no public wealth at his disposal. He administers no regulatory departments. He cannot tax us, send our children into foreign wars, pass out welfare to the rich or the poor, appoint judges to take away our rights of self government, control a central bank that inflates the money supply and brings on the business cycle, or change the laws willy-nilly according to the special interests he likes or seeks to punish.

The President’s Job

His job is simply to oversee a tiny government with virtually no power except to arbitrate disputes among the states, which are the primary governmental units. He is head of state, though never head of government. His position, in fact, is one of constant subordination to the office holders around him and the thousands of statesmen on the state and local level. He adheres to a strict rule of law and is always aware that anytime he transgresses by trying to expand his power, he will be impeached as a criminal.

But impeachment is not likely, because the mere threat reminds him of his place. This president is also a man of outstanding character, well respected by the natural elites in society, a person whose integrity is trusted by all who know him, who represents the best of what an American is.

The president can be a wealthy heir, a successful businessmen, a highly educated intellectual, or a prominent farmer. Regardless, his powers are minimal. He has a tiny staff, which is mostly consumed with ceremonial matters like signing proclamations and scheduling meetings with visiting heads of state.

The presidency is not a position to be avidly sought but almost granted as honorary and temporary. To make sure that is the case, the person chosen as vice president is the president’s chief political adversary. The vice president therefore serves as a constant reminder that the president is eminently replaceable. In this way, the vice presidential office is very powerful, not with regard to the people, but in keeping the executive in check.

But as for people like me who have concerns besides politics, it matters little who the president is. He doesn’t affect my life one way or the other. Neither does anyone under his control. His authority is mainly social, and derived from how much the natural elites in society respect him. This authority is lost as easily as it is gained, so it is unlikely to be abused.

This man is elected indirectly, with the electors chosen as the states direct, with only one proviso: no elector may be a federal official. In the states that choose their electors by majority vote, not every citizen or resident can participate. The people who do vote, a small percentage of the population, are those who have the best interests of society at heart. They are those who own property, who head households, and have been educated. These voters choose a man whose job it is to think only of the security, stability, and liberty of his country.

The Invisible Government

For those who do not vote and do not care about politics, their liberty is secure. They have no access to special rights, yet their rights to person, property, and self government are never in doubt. For that reason and for all practical purposes, they can forget about the president and, for that matter, the rest of the federal government. It might as well not exist. People do not pay direct taxes to it. It doesn’t tell them how to conduct their lives. It doesn’t send them to foreign wars, regulate their schools, pay for their retirement, much less employ them to spy on their fellow citizens. The government is almost invisible.

Like a wealthy liberal New Yorker opposing the development of a halfway house in their neighborhood, Dimon is just the latest example of a time-honored phenomenon. It’s easy to offer lip service about raising taxes and promoting economic equality. But when the reality that their tax bill is about to explode finally sinks in, many of these pro-tax corporate crusaders change their tune.

And as Democrats prepare to push through the first part of Biden’s two-part “Build Back Better” ‘Great Society’-style “infrastructure” plan, which will be heavily offset by tax hikes, the biggest in decades, Dimon added yet more caveats to his original position in an interview with the Investment Company Institute this week.

Clearly having read the outlines of Biden’s plans, Dimon says he’s “concerned” about how the money raised by new taxes will be spent. To ensure that taxpayer money is spent “responsibly”, Dimon insisted that the administration should produce an itemized list detailing “miles of highway will get built and how many students the government expects to graduate from free community colleges and get high-paying jobs.” He also worried that some of the tax hikes being considered sound “a little crazy”.

Here’s more from CNN:

“I’m concerned about how the money’s going to be spent,” Dimon said in a recorded interview for the Investment Company Institute’s general membership meeting Thursday.

“The government needs to be very clear about what they want to accomplish,” he added.

Dimon said that he wants to see a bipartisan bill that specifically spells out details such as how many miles of highway will get built and how many students the government expects to graduate from free community colleges and get high-paying jobs.

“We’re just throwing money. It doesn’t work,” Dimon said. “We already waste tremendous sums of money.”

Lawmakers and the administration owe this level of transparency to the public. “If you’re going to give me your money, I’m going to be a good steward of it and here’s what I am going to accomplish and I am going to report back to you,” he said, comparing it to the information companies disclose.”

Later in the interview (which can be watched in full here), Dimon ounded more like a conservative Republican when he warned that scrapping the Trump-era corporate tax cuts – something he once spoke out against – and imposing higher rates on businesses will hurt capital formation and the economy.

“If policymakers don’t get that … they are making a mistake,” Dimon said, adding that wealthy individuals will have to pay more but that a potential capital gains tax rate of nearly 40% “won’t be successful.”

Though he apparently has caved on higher taxes, Dimon continued to virtue-signal about the importance of battling climate change.

“Climate change is a real issue that we need to attack as a nation,” he said. But he added that simply imposing more rules on businesses over emissions reporting is not the answer. He said he is in favor of a carbon tax.

Finally, Dimon also weighed in on Bitcoin. Now that his bank is launching its own cryptocurrency-focused funds for institutional clients, Dimon claimed that he’s still “not a fan” of the cryptocurrency and that the government should do more to control the rapidly growing space.

I don’t believe I have ever seen such a radical group in such a position to influence global power in a hands-on way. Don’t for a moment be fooled by the name of the group which indicates that it is about “the Economics of Health For All.”
This group will interpret everything in the economy as needing to be controlled for the “health of all.”

The chairwoman of the all-female group is Professor Mariana Mazzucato who has stated the world may be forced into “climate lockdowns.”

The World Health Organization is convening eleven “leading” figures in economics, health and development from around the world as the first members of the WHO Council on the Economics of Health For All.

This is an extremely dangerous development.

Remember the WHO played a lead role in advising globally on the lockdowns that occurred as a result of a virus, COVID-19, that is not a serious threat to over 99% of the population.

Now they appear to want to expand their authoritarian reach with a group of “experts” that are extremely radical leftists.

The Financial Times reports:

What CBDC [Central Bank Digital Currency] research and experimentation appears to be showing is that it will be nigh on impossible to issue such currencies outside of a comprehensive national digital ID management system. Meaning: CBDCs will likely be tied to personal accounts that include personal data, credit history and other forms of relevant information.

There are two very important implications here:

1. Central banks will have to kill off private sector cryptocurrencies.

There is just no way that CBs are going to allow private crypto that can provide an end-run around CBDC.

2. And this is not fully appreciated at all. Once a CBDC is established and becomes the method of general exchange, it will be very easy for governments to block any kinds of exchanges it desires to block. In other words, it provides the opportunity for cancel culture and authoritarianism at an entirely new level.

Bottom line: It is not clear why bitcoin was originally created or by whom but may lead to being one of the worst inventions ever created by man.

Anthony Fauci woke up in the middle of the night.

In the dark room, he saw a man sitting in a chair and reached for his masks on the night table.

“It’s all right, Anthony,” the man said. “I know you don’t wear them apart from public occasions.”

“Who the hell are you? How did you get in here?”

“It doesn’t matter, Little Anthony. Would you like a banana?”

“What?”

“You’re descending the evolutionary ladder. You’re turning into an ape. You’re losing it.”

That was in the 18th century. We didn’t have a PCR test then.

Adams also wrote, “…mighty struggles and numberless sacrifices made by our ancestors in defense of freedom.” Anthony, you toss aside freedom with a casual shrug—you have no knowledge of the ten thousand years of war fought to achieve even the BEGINNING of liberty—spilled blood, courage…

The people give it, and they can remove it.

Nonsense. We’re locked into a system.

You would believe that, because you’re so shortsighted. You believe you can call Liberty counterfeit money and take it out of circulation. The Jesuits at Regis High School and Holy Cross College taught you well. Strategy, advantage, deception. You traded your soul for underground skills. And now you’re gradually slipping back into the monarchy of apes.

I have no idea what you’re talking about.

Of course you do. Your old teachers would be disappointed in you, Anthony. You’ve been contradicting yourself in public—about masks, the test, the vaccine. The Jesuits taught you Aristotle. You’ve been violating his logic.

I’m the preferred authority. That’s the overriding factor.

Among the other apes. But among humans, rebellion arrives.

This is always the gamble, isn’t it? I’m shoving in all my chips on slavery.

Even if you have no symptoms and are completely healthy, you could be a COVID-19 case.

Remember, Little Anthony, when you said asymptomatic people never ever drive an epidemic through transmission of a virus?

You mean you let the cat out of the bag. Remember when you said masks are useless? And then you said everyone should wear one, then two, then three, and now one again? Remember when you said the PCR test, when performed at high sensitivity, turns out meaningless results—but neglected to mention that all laboratories do in fact perform the test at high sensitivity? Remember when you said the vaccine was the light at the end of the tunnel? And now you’re saying people have to wear masks after they’re vaccinated, and they have avoid large gatherings?

The people don’t understand these issues. They just accept what I tell them to accept.

You’re doing evil things, Anthony. And like all major criminals, you redefine freedom in the process. You make it into a protection racket.

Well that’s what it is. What else do people want?

You’re living proof that devolution of the species is possible. The land crawlers go back into the sea. The many-celled organism retreats into a single cell. The human opts for apehood.

I want to go back to sleep now. I have to give a speech in the morning.

I could take you on a tour of your past crimes, Anthony. It would be a long trip. But I’ll just let those crimes nag at you. Not because you feel guilt. You know your devious actions were necessary to maintain the structure you’re standing on. And the structure, although it looks firm, is unbalanced. The architecture is all wrong. That’s what keeps you up at night.

Nothing is perfect. Every position carries risks. Only the daring succeed.

You’re an ape with homilies.

The virus has many strains and mutations.

There is no virus, Anthony. You know it. I know it. There is a STORY about a virus. Your ape masters have appointed you salesman of the story. You’re a cheap hustler selling a used car.

“Hillary, it’s me, Tony. Tell me I’m the head of NIAID. I’m Biden’s coronavirus advisor. Please.”

“Jesus, Tony, having that dream again? Yes, you’re all that. You’re a big shot. We all love you blah-blah. You’re good-looking, sexy, a goddamn matinee idol. Now f—k off and go back to sleep before I have Bill put you in the psych ward at Walter Reed.”

“Bill wouldn’t do that to me.”

“Not my husband, you idiot. Bill Gates.”

“Shit, don’t tell BILL. Please.”

“You’re our boy. Now go back to sleep.”

Fox News commentator, Tucker Carlson, frequently reminds viewers that overall, he thinks vaccines are a good thing — but that doesn’t mean he doesn’t have questions about COVID vaccines.

In fact, he has a lot of questions. And, he said, he should have the right to ask them.

In the segment below on last night’s “Tucker Carlson Tonight,” Carlson said the U.S. government’s Vaccine Adverse Event Reporting System (VAERS) shows 3,362 Americans — or 30 people a day — died from the COVID vaccine between December 2020 and last month.

“More people, according to VAERS, have died after getting the shot in four months during a single vaccination campaign than from all other vaccines combined over more than a decade and a half,” said Carlson.

The number of deaths is likely much higher than what VAERS is reporting, Carlson said, citing reports submitted to the Department of Health and Human Services in 2010 that found “fewer than 1% of vaccine adverse events are reported by the VAERS system.”

Carlson also mentioned in his segment:

  • Of all of the MENVEO vaccines given to prevent bacterial meningitis, only one person died from the vaccine between 2010 and  2015.
  • In 1976, 45 million Americans were vaccinated for H1N1. A total of 53 people died from the vaccine. The U.S. government halted the vaccination program because authorities decided it was too risky.
  • COVID vaccines have contributed to 8,000 hospitalizations in the U.S., according to VAERS.

In 1949, sometime after the publication of George Orwell’s Nineteen Eighty-Four, Aldous Huxley, the author of Brave New World (1931), who was then living in California, wrote to Orwell.  Huxley had briefly taught French to Orwell as a student in high school at Eton.

Huxley generally praises Orwell’s novel, which to many seemed very similar to Brave New World in its dystopian view of a possible future.  Huxley politely voices his opinion that his own version of what might come to pass would be truer than Orwell’s.  Huxley observed that the philosophy of the ruling minority in Nineteen Eighty-Four is sadism, whereas his own version is more likely, that controlling an ignorant and unsuspecting public would be less arduous, less wasteful by other means.  Huxley’s masses are seduced by a mind-numbing drug, Orwell’s with sadism and fear.
