Department of Education & The GAO; Audits & Incompetence

As a former CPA/Comproller/Finance Director – we used to joke about small corporations hiring their wife’s, sister’s best friend who knew someone who took a couple bookkeeping classes in high school.  To save money.   But we are talking about our Federal Government hiring incompetents who have never actually worked in any capacity as an accountant – running the financial apparatus of our entire COUNTRY.

The Liberal left are miserable given Trump’s statement regarding his desire to eliminate the Department of Education;  children will have no schools – there will be no money for special needs – our education system will collapse…   It already did.

The Department of Education:  Their last audit for September 2023 financial statements was a disclaimer –  “KPMG has not been able to obtain sufficient appropriate audit evidence to provide a basis for an audit opinion because of unresolved errors KPMG identified in the underlying data, we do not express an opinion”. 

In the world of accounting this means KPMG, the auditor, is covering their arse because the financials are ‘misleading and/or unrepresentative of truth’.  The Financial Statements did NOT delineate expenditures – in any definable mode.   Although it did assign $812 million to ‘unknown and improper loss to Taxpayers while identifying “Climate Related Financial Risk”  

They spent $100 million on ‘equity’ K thru 12.  Their largess liability is loans which is what they owe back to the Treasury for over-spending.   Their largest Receivable is student loan debt which they are cancelling.  Meaning they could effectively add an additional $1.3 trillion to the Treasury Deficit if they successfully write-off their entire Asset Base.

Income and expense statements typically provided in every financial report are non-existent, MIA.   There is no breakdown of departmental use of funds – which could be a huge basis for KPMG refusing to grant them an audited opinion.  They Are Rogue.  And ANY low life accountant would fear having ANY relation with such a dervish entity given liability and LAWSUITS.

The entirety of their Assets are based on Loan Receivables to students which continue to be forgiven under the Biden Regime.  In 2023 that amount was $94 billion.   The Department’s appropriation of $881 billion in CoVid funds represents nearly 1/5 of the total $5 trillion.  $6.4 billion of CoVid aid was sent overseas.  CoVid funds cannot be traced or accounted for – by the Government Accounting Office.

The government being handed to Trump is a veritable Financial nightmare – MESS.  More than we can possibly realize – it is based on fraud.    Every agency tied to The West is based on Fraud (including NATO which I previously posted in a blog).   The money doesn’t exist.  The debt is likely 500times what is revealed as a direct result.   The US is literally well beyond broke and is hoping to blame it on Trump when reality sets in.

Scientists: Dishonest or Afraid? – LewRockwell

Ottmar Edenhofer, lead author of the IPCC’s fourth summary report released in 2007, speaking in 2010 advised: “One has to free oneself from the illusion that international climate policy is environmental policy. Instead, climate change policy is about how we redistribute de facto the world’s wealth.”

U.N. climate chief Christiana Figueres said that the true aim of the U.N.’s 2014 Paris climate conference was “to change the (capitalist) economic development model that has been reigning for at least 150 years, since the Industrial Revolution.”

Christine Stewart, Canada’s former Minister of the Environment said: “No matter if the science is all phony, there are collateral environmental benefits. … Climate change (provides) the greatest chance to bring about justice and equality in the world.”

Tim Wirth, former U.S. Undersecretary of State for Global Affairs and the person most responsible for setting up the Kyoto Protocol said: “We’ve got to ride the global warming issue. Even if the theory of global warming is wrong, we will be doing the right thing in terms of economic policy and environmental policy.”

The absolute worst case of professional incompetence and dishonesty is in the area of climate science. Tony Heller has exposed some of the egregious dishonesty of mainstream environmentalists in a video he’s titled “My Gift To Climate Alarmists.” Environmentalists and their political allies attribute the recent increase in deadly forest fires to global warming. However, according to the U.S. Department of Agriculture’s Forest Service, forest fires reached their peak in the 1930s and have declined by 80% since then. Environmentalists hide the earlier data and make their case for the effects of global warming by showing the public and policymakers data from 1980 that shows an increase in forest fires.

Climate scientists claim that rising sea levels are caused by man-made global warming. Historical data from the tide gauge in Lower Manhattan shows that sea levels have been rising from about the time when Abraham Lincoln was president to now. Heller says that sea levels have been rising for about 20,000 years. He points out that anthropologists believe that when the sea level was very low people were able to walk from Siberia to North America.

Hot weather is often claimed to be a result of man-made climate change. Heller presents data showing the number of days in Waverly, Ohio, above 90 degrees. In 1895, there were 73 days above 90 degrees. In 1936, there were 82 days above 90 degrees. Since the 1930s, there has been a downward trend in the number of days above 90 degrees. If climatologists hide data from earlier years and started at 1955, they show an increase in the number of above 90-degree days from eight or nine to 30 or 40. Thus, to deceive us into thinking the climate is getting hotter, environmentalists have selected a starting date that fits their agenda.

You might ask: “Who is Tony Heller? Does he work for big oil?” It turns out that he is a scientist and claims to be a lifelong environmentalist. From what I can tell, he has no vested interests. In that respect, he is different from those who lead the environmental movement, who often either work for or are funded by governments.

Once in a while environmentalists reveal their true agenda. Not all scientists are dishonest and not all news reporters are leftists with an agenda. But one wonders at the deafening silence where there’s clear, unambiguous evidence. For example, if ocean levels have been rising for some 20,000 years, why do scientists allow environmentalists to get away with the claim that it’s a result of man-made global warming? Why aren’t there any reporters to highlight leftist statements such as those by Edenhofer, Stewart and others who want to ride global warming as a means to defeat capitalism and usher in socialism and communism? I would prefer to think that the silence of so many scientists represent their fears as opposed to their going along with the environmental extremist agenda.

Don’t Trust the Government with Breathalyzers and other Forensic Evidence | Mises Wire

In 2017, The Denver Post reported on how staff at the Colorado state Department of Public Health and Environment was actively forging “validation certificates” used to certify breathalyzers for use. In the rush to get the devices on the street, state workers were falsifying paperwork rather than doing due diligence.

This wasn’t the first time that state personnel was shown to be cutting corners on tests of this sort.

Thanks to the proliferation of body cameras and security cameras attached to homes and businesses, police are far more frequently being caught lying.

For example, this month, NYPD cop Michael Bergmann lied about nearly being struck by a suspect’s car. Bergmann was convicted of perjury when a surveillance camera showed otherwise. Earlier this year, Florida cop Zach Wester was caught on his own body-cam of planting drugs on innocent people. He now is awaiting trial. This past summer, thanks to their own body cams, two police officers in Willis, Texas, were convicted of lying about a suspect “evading arrest.”

But at least there are some things we know are reliable when it comes to police investigations: those are the scientific tests conducted by prosecutors and police agencies used in forensic analysis. At least those things are done by reliable and impartial experts, right?

Wrong.

For example, last week, The New York Times released the results of a new study showing that so-called breathalyzer machines, long used as evidence against alleged drunk drivers, are not reliable.

According to The Times:

But those tests [i.e., breathalyzers] — a bedrock of the criminal justice system — are often unreliable, a New York Times investigation found. The devices, found in virtually every police station in the U.S., generate skewed results with alarming frequency, even though they are marketed as precise to the third decimal place.

Judges in Massachusetts and New Jersey have thrown out more than 30,000 breath tests in the past 12 months alone, largely because of human errors and lax governmental oversight. Across the country, thousands of other tests also have been invalidated in recent years.

The machines are sensitive scientific instruments, and in many cases they haven’t been properly calibrated, yielding results that were at times 40% too high. Maintaining machines is up to police departments that sometimes have shoddy standards and lack expertise. In some cities, lab officials have used stale or homebrewed chemical solutions that warped results. In Massachusetts, officers used a machine with rats nesting inside

The Times interviewed more than 100 lawyers, scientists, executives and police officers and reviewed tens of thousands of pages of court records, corporate filings, confidential emails and contracts. Together, they reveal the depth of a nationwide problem that has attracted only sporadic attention.

A county judge in Pennsylvania called it “extremely questionable” whether any of his state’s breath tests could withstand serious scrutiny. In response, local prosecutors stopped using them. In Florida, a panel of judges described their state’s instrument as a “magic black box” with “significant and continued anomalies.”

Devices meant to measure sobriety require the operator use the instrument properly, and that the devices be properly maintained and calibrated. Unfortunately, government agencies have no incentive to ensure that breathalyzers are used properly or that they yield proper results — so long as the results tend to lead to more arrests and more successful prosecutions.

While many cases can likely be chalked up to laziness and incompetence, other cases showed active efforts at fraud. An investigation of the Massachusetts forensic lab, for example, showed “the lab had hidden records of hundreds of failed calibrations.”

It’s not just front-line police officers who are using faulty devices. Other state agencies and staffers are actively attempting to cover up the shortcomings of these “scientific” instruments.

Nor are the misdeeds uncovered in the Times report the first time we’ve heard of similar problems with police agencies corrupting scientific tests.

In 2016, for example, the Colorado Bureau of Investigation admitted “at least 56 of the DUI blood tests it conducted [4 percent of all tests] in the last six months were incorrect.” Of those 56 confirmed cases, all of them erred in favor of the police and of prosecutors. That is, “the initial results in each of those 56 cases showed lower alcohol levels for the drivers than when additional quality assurance retesting occurred.”

These are not roadside tests, mind you. These are blood tests performed in a controlled setting.

Not surprisingly, federal law enforcement organs also engage in similar types of fraud. In 2015, The Washington Post reported that admissions from the FBI and Department of Justice “confirm long-suspected problems with subjective, pattern-based forensic techniques — like hair and bite-mark comparisons — that have contributed to wrongful convictions in more than one-quarter of 329 DNA-exoneration cases since 1989.”

In other words, allegedly scientific and objective analysis is commonly distorted by a variety of law enforcement organizations and other state agencies.

Unfortunately, these lab workers and bureaucrats don’t wear body cams of their own at all times. But it seems they should.  After all, the behavior of these forensic “experts” and lab workers is no different than outright lying about the behavior of defendants at the time an arrest is made. Body cams might catch a crooked cop planting meth on hapless motorists. But the state’s scientific “experts” unfortunately have far more leeway.

Some police officers on the front lines testify that defendants did things they didn’t do. Meanwhile, some state lab workers lie about what’s found in the blood of defendants. Or they’re just too lazy to bother using their own tools properly.

In any case, the result is often ruined lives, and immense court costs for innocent defendants.

This is the other side of the failed “social contract” we live under. The state claims it has a right to extract taxes from residents and taxpayers because the state provides “safety” in return. Yet the courts have established police agencies are not actually required to protect citizens from violence at all.

As if that weren’t bad enough, taxpayers also pay state analysts and lab workers — some of them quite handsomely — to help prosecute citizens based on faulty forensic evidence.

This social contract increasingly looks like it’s a pretty bad deal for many of us, after all.
