Only after being targeted by the U.S. military did local insurgencies like Al Shabaab in Somalia and al-Qaida in the Islamic Maghreb expand into serious regional terrorist operations. According to the latest Pentagon report, there are now more than 20 terrorist groups in Afghanistan and Pakistan. Rather than quell terrorist activity, U.S. counterterrorism seems to be linked to exactly the opposite, fomenting insurgent recruitment in Africa and the Middle East.
