Curious About Boeing, Starliner and How They got Where They Are?

During her nomination process to become the chairman of the Export-Import Bank, Kimberly Reed promised Senator Patrick Toomey that she would be an agent of reform at the bank. The bank has a long track record of serving mostly large foreign and domestic companies in higher income nations, and distorting capital markets to fund projects that would likely be funded otherwise. It’s called cronyism and it has a negative impact on the economy and our political system. 

On Tuesday, she is testifying again before the Senate Banking Committee and this piece is a warning to them that what the chairman may call reforms will lead to the exact same crony outcomes as we have seen for decades at the Bank. Sadly, few people care these days as we are all preoccupied with many other restrictions of our freedom. Yet, I have to try to send the alarm one more time. 

Ex-Im Bank’s “No-Reform” Reform to its Additionality Guidelines

Ex-Im Bank Chairman Reed apparently has put to rest a few of the reform commitments that she made to Senator Toomey in her confirmation hearing nearly two years ago. These commitments included improving protection for domestic companies from economic harm that might arise from Ex-Im Bank financing their foreign competitors, and ensuring that the Ex-Im Bank is not crowding out private financing options that would otherwise be available but for Ex-Im Bank’s involvement. 

This piece focuses on the second of these commitments, as reflected in a recently published “Additionality Guidelines and Checklist” document that purportedly will lead U.S. exporters and their overseas buyers to use Ex-Im Bank only when they have no commercial alternatives. I testified a few months ago before the Bank’s Board of Advisors on this same issue. My oral comments can be found here and my written testimony is here

Unfortunately, a cursory reading of the new guidance suggests the continuation of a longstanding philosophy that will result in few, if any, changes in Ex-Im Bank’s decisions about which borrowers will receive government-backed loans. In fact, if Chairman Reed wants to show how effective her new guidelines are, she should tell us which companies and deals that were approved in the past would not be approved under these new guidelines.

Following is a summary of what appear to be the core elements of the Ex-Im Bank philosophy on Additionality.

WASHINGTON, June 17 (Reuters) – The Export-Import Bank of the United States (EXIM) on Friday said its board of directors approved an $811 million loan guarantee to help finance the sale of Boeing wide-body aircraft to French-Dutch airline Air France-KLM SA (AIRF.PA)

EXIM said in a statement that the loan guarantee would support aircraft assembled at Boeing’s Everett, Washington, and North Charleston, South Carolina, factories, which produce 787 jetliners. It did not specify the number of aircraft involved, but KLM had ordered some 15 787-10 aircraft and began to take delivery of them in 2019.

Since then, Boeing experienced severe delays in 787 Dreamliner deliveries because of production flaws and has advised airlines and suppliers that deliveries would resume in the second half of 2022, but is still awaiting regulatory approvals. read more

Totalitarian U.K Schools to Teach Students to Identify ‘Extremist Content’ Online

Returning to the UK, the thought control is necessary, the state explains, because the British are upset about Muslims stabbing infidels and grooming children at unprecedented scale, which is a righteous and noble act of cultural enrichment.

Is this irony? I’m not sure because I went to public school.

Children in England will be taught how to spot extremist content and misinformation online under planned changes to the school curriculum, the education secretary has said.

Bridget Phillipson said she was launching a review of the curriculum in primary and secondary schools to embed critical thinking across multiple subjects and arm children against “putrid conspiracy theories”…

Phillipson, the Labour MP for Houghton and Sunderland South, told the Sunday Telegraph: “It’s more important than ever that we give young people the knowledge and skills to be able to challenge what they see online.

“That’s why our curriculum review will develop plans to embed critical skills in lessons to arm our children against the disinformation, fake news and putrid conspiracy theories awash on social media. Our renewed curriculum will always put high and rising standards in core subjects – that’s non-negotiable.

“But alongside this we will create a broad, knowledge-rich curriculum that widens access to cultural subjects and gives pupils the knowledge and skills they need to thrive at work and throughout life.”

I made the mistake once of spotting extremist racial content in public school in Atlanta and paid the price for my civic engagement — I saw something, and I said something, just like Homeland Security told me to.

In American Lit, in 10th grade, at Campbell High School, we had a substitute teacher because my alcoholic regular teacher, who everyone knew drank in her closet on lunch breaks, was out getting a liver transplant or whatever.

This girl, who looked like a student, had obviously just graduated from college with an African Diaspora degree and, it being February, decided she would spend the hour forcing us to watch some Social Justice™ propaganda about evil white people and colonialism or something.

I asked, politely, with an inquiring mind thirsty for instruction: “my Irish-Catholic grandmammy is very proud of her heritage, and she was asking me the other day when White History Month is?”

Her brow furrowed.

This weekend, I attended DEFCON, the world’s largest and most notorious hacking conference. If you’ve never been, it’s an incredible experience. The atmosphere is electric, filled with some of the most brilliant and unconventional minds who are passionate about dissecting technology. You delve into the inner workings of everything from hardware to software, and you learn not only how systems can be exploited but also how to defend against those exploits. It’s a treasure trove of knowledge, and I walked away with a wealth of insights that you can expect to see featured in upcoming episodes.

This bank was kind enough to let people know that when they enter, the business will collect location information from their devices, and that if you don’t want this information collected, you should turn off WiFi and Bluetooth.

This is GREAT advice.

While people were scandalized by this particular bank, the truth is it’s not just banks or big tech companies that track your location using your phone’s Bluetooth and WiFi signals—retail stores, shopping malls, airports, and even small shops are doing it too.

Republicans Can’t Make Up Their Mind on Education

Close the federal Department of Education? Ronald Reagan proposed abolishing the Department of Education while campaigning for president in 1980. The Republican Party platforms of 1980 and 1996 likewise called for the department’s elimination, yet, the federal education budget increased under President Reagan (with a GOP-controlled Senate) and exploded under President George W. Bush (with GOP control of the Congress for over four years). The Republican Party platform during the age of Trump (2016 and 2020) did not call for the department’s elimination.

Every four years at their convention, Republicans adopt a new party platform, but at the 2020 convention in Charlotte, the Republican National Committee (RNC) “unanimously voted to forego the Convention Committee on Platform, in appreciation of the fact that it did not want a small contingent of delegates formulating a new platform without the breadth of perspectives within the ever-growing Republican movement.” Instead, it resolved that “2020 Republican National Convention will adjourn without adopting a new platform until the 2024 Republican National Convention.”

The 2024 Republican platform has 10 chapters. Chapter 7, which contains nine paragraphs and a preamble, covers education: “Cultivate great K-12 schools leading to great jobs and great lives for young people.” The ninth paragraph contains a proposal that on the surface seems quite radical for Republicans:

9. Return Education to the States

The United States spends more money per pupil on Education than any other Country in the World, and yet we are at the bottom of every educational list in terms of results. We are going to close the Department of Education in Washington, D.C. and send it back to the States, where it belongs, and let the States run our educational system as it should be run. Our Great Teachers, who are so important to the future wellbeing of our Country, will be cherished and protected by the Republican Party so that they can do the job of educating our students that they so dearly want to do. It is our goal to bring Education in the United States to the highest level, one that it has never attained before!

Because the Constitution nowhere gives authority to the federal government to have a Department of Education, however, the department should be eliminated. And because we have a federal system of government, as James Madison explained in Federalist No. 45, the powers delegated by the proposed Constitution to the federal government are few and defined. Those which are to remain in the state governments are numerous and indefinite—any government provision of, regulation of, oversight of, or spending on education must only take place at the state level if it is to take place at all.

But Republicans can’t make up their mind on education. Before they get to their ninth paragraph in which they call for the elimination of the Department of Education, Republicans propose to do the following in their preamble and first eight paragraphs:

  • offer a plan to cultivate great K-12 schools.
  • support schools that focus on excellence and parental rights.
  • support ending teacher tenure, adopt merit pay, and allow various publicly supported educational models.
  • emphasize education to prepare students for great jobs and careers.
  • support project-based learning and schools that offer meaningful work experience.
  • expose politicized education models and fund proven career training programs.
  • support overhauling standards on school discipline.
  • support universal school choice in every state in America.
  • advocate for immediate suspension of violent students.
  • support hardening schools to help keep violence away from our places of learning.
  • restore parental rights in education.
  • enforce our civil rights laws to stop schools from discriminating on the basis of race.
  • ensure children are taught fundamentals like reading, history, science, and math, not leftwing propaganda.
  • defund schools that engage in inappropriate political indoctrination of our children.
  • champion the First Amendment right to pray and read the Bible in school.
  • reinstate the 1776 Commission to support patriotic education.
  • promote fair and patriotic civics education.
  • support schools that teach America’s founding principles and Western Civilization.

And even in the ninth paragraph in which they call for the closing of the Department of Education, Republicans propose to cherish and protect teachers and “bring Education in the United States to the highest level, one that it has never attained before!”
