It is depressing to observe how the United States of America has become the evil empire. Having served in the United States Army during the Vietnam War and in the Central Intelligence Agency for the second half of the Cold War, I had an insider’s viewpoint of how an essentially pragmatic national security policy was being transformed bit by bit into a bipartisan doctrine that featured as a sine qua non global dominance for Washington. Unfortunately, when the Soviet Union collapsed the opportunity to end once and for all the bipolar nuclear confrontation that threatened global annihilation was squandered as President Bill Clinton chose instead to humiliate and use NATO to contain an already demoralized and effectively leaderless Russia.

Never before in my lifetime has the United States been so belligerent, and that in spite of the fact that there is no single enemy or combination of enemies that actually threaten either the geographical United States or a vital interest. Venezuela is being threatened with invasion primarily because it is in the western hemisphere and therefore subject to Washington’s claimed proconsular authority. Last Wednesday Vice President Mike Pence told the United Nations Security Council that the White House will remove Venezuelan President Nicolás Maduro from power, preferably using diplomacy and sanctions, but “all options are on the table.” Pence warned that Russia and other friends of Maduro need to leave now or face the consequences.

The rift between the neo con war hawks and genuine defenders of national sovereignty became ever clearer this week in the wake of Russia’s decision to put their body in front of the firing squad aiming at Venezuela two weeks ago. Contrary to the incompetent analysis that Russia’s motive to send military planes and personnel to Venezuela is purely based on an “anti-American power play” or “motivated by its twenty billion dollars of investment in Venezuela”, the truth goes much deeper.

With Putin’s intervention into Syria in 2015, Russia clearly expressed an understanding that the era of regime change wars had to end if a world worth living in would be created. In this light, Russia’s strategic partnership with China and the Belt and Road Initiative cannot be understood from the perspective of a Hobbesian geopolitician who can only see the world through a distorted lens of materialism. This alliance is rather the foundation for a new international “operating system” founded on long term development, and mutual collaboration of all players. It’s another paradigm completely.

American Hawks Scream for War

Donald Trump, now largely liberated by the crippling weight of the now-defunct Mueller investigation, has resisted war hawks both within America as well as internationally for over two years who are now calling for the overthrow of Maduro- even at risk of waging World War III.

Exemplifying this absurd view was CNN’s imperial mouthpiece Fareed Zakaria – who launched into a scathing attack on March 31st saying “The real puzzle remains: Why has Trump been unwilling to confront Putin in any way on any issue? And will Venezuela be the moment when Trump finally ends his appeasement?” (Apparently the new qualification for proving oneself to not be a puppet of Russia is to be willing to launch World War III.)

This psychotic line from the “nominal” American left has converged on neocon voices on the right reflected by American Security Advisor John Bolton’s threat to Russia’s military presence in Venezuela as he remarked last week that “we will consider such provocative actions as a direct threat to international peace and security in the region.” Bolton was joined by Mike Pence who stated on April 3 that America would support Venezuela until “it is free from the Maduro regime.”

Speaking at a NATO event in Washington on Wednesday, Vice President Mike Pence claimed that President Trump had “no choice” but to withdraw the US from the Intermediate Range Nuclear Forces Treaty (INF) and it is all Russia’s fault…

If the US wanted Russia to stop testing missiles which are arguably in violation of the INF, pursuing them within the treaty would make a lot more sense than getting rid of the treaty itself, which gives Russia a justification to go further with such developments just to counter the presumptive US missiles the Pentagon wants.

Yet none of the nations admitted to NATO in two decades was ever regarded as worth a war with Russia by any Cold War U.S. president.

When did insuring the sovereignty and borders of these nations suddenly become vital interests of the United States?

And if they are not vital interests, why are we committed to go to war with a nuclear-armed Russia over them, when avoidance of such a war was the highest priority of our eight Cold War presidents?

When Donald Trump meets with NATO Secretary General Jens Stoltenberg today, the president should give him a direct message:

The roster of NATO membership is closed. For good. The United States will not hand out any more war guarantees to fight Russia to secure borders deep in Eastern Europe, when our own southern border is bleeding profusely.

And no one needs to hear this message more than Stoltenberg.

In Tblisi, Georgia, on March 25, Stoltenberg declared to the world: “The 29 allies have clearly stated that Georgia will become a member of NATO.”

As for Moscow’s objection to Georgia joining NATO, Stoltenberg gave Vladimir Putin the wet mitten across the face:

“We are not accepting that Russia, or any other power, can decide what (NATO) members can do.”

Yet what would it mean for Georgia to be brought into NATO?

The U.S. would immediately be ensnared in a conflict with Russia that calls to mind the 1938 and 1939 clashes over the Sudetenland and Danzig that led straight to World War II.

In 2008, thinking it had U.S. backing, Georgia rashly ordered its army into South Ossetia, a tiny province that had broken away years before.

In that Georgian invasion, Russian peacekeepers were killed and Putin responded by sending the Russian army into South Ossetia to throw the Georgians out. Then he invaded Georgia itself.

“We are all Georgians now!” roared uber-interventionist John McCain. But George W. Bush, by now a wiser man, did nothing…

Thousands have protested in downtown Belgrade against the implementation of an EU-brokered pact aimed at normalizing ties between the Serbia and its breakaway neighbor Kosovo.

Signed in Brussels in mid-April, “the landmark agreement between Belgrade and Pristina” is seen by ultra-nationalists as Serbia’s recognition of Kosovo that declared independence in 2008.

The protest was called by northern Kosovo Serb political leaders who also fiercely oppose the implementation of the 15-point pact. Serbia’s Parliament backed the deal in a 173-24 vote on April 26.

Protesters gathered at Republic Square in downtown Belgrade at 12:44 local time (10:44 GMT) as a symbolic reference to UN Security Council Resolution 1244. Signed in June 1999 it placed Kosovo under transitional UN administration (UNMIK) and authorized KFOR, a NATO-led peacekeeping force.

Many of those who attended the rally were wearing flags and chanted “Kosovo is the heart of Serbia” and “Treason!”referring to the government, which protesters are calling to reject the Brussels agreement…

…CNN, MSNBC and Fox News are going to endlessly run footage of the violent clashes over the weekend, and this will build support for whatever action is ultimately taken.

During the Bush years, direct military action was the preferred model, and we saw this in Afghanistan and Iraq.  During the Obama years, arming the “resistance” and starting civil wars was the preferred model, and we saw this in Syria and Ukraine.

So what will Trump ultimately decide to do?

Well, the Russians appear to believe that in this case the Obama model will be followed, and they are accusing the United States of making preparations to arm the opposition in Venezuela.  According to Russian Foreign Ministry Spokesperson Maria Zakharova, the U.S. has already transported special forces personnel and military equipment “closer to Venezuelan territory”

Zakharova alleged that the US had moved special forces and military equipment ‘closer to Venezuelan territory’ and was considering large-scale weapons purchases to arm the opposition.

Noting that it had been five years since the Ukrainian revolution that ousted a Russian-backed leader – which Moscow has accused the US of orchestrating – Zakharova said Washington was preparing for more regime change in Venezuela.

NATO’s first secretary general, Lord Hastings Ismay, once jokingly described the bloc’s purpose as being to “keep the Soviet Union out, the Americans in, and the Germans down”. The last part of this was never said in public, but recently declassified documents suggest that this was not a joke after all.

Fascinating details of an undisclosed 1966 memo from US Secretary of Defence Robert McNamara to President Lyndon B. Johnson were published in December by the National Security Archive, an NGO specialised at declassifying documents, drawing the attention of German media.

According to the memo, the US was not just stationing troops in Europe during the Cold War to “contain” the USSR — it was also to discourage West Germany from striking a bilateral security pact with Moscow. An Interview with George Szamuely

George Szamuely is a Hungarian-born scholar and Senior Research Fellow at London’s Global Policy Institute. He lives in New York City. I spoke to him about escalating hostilities on Russia’s Ukrainian and Black Sea borders and about Exercise Trident Juncture, NATO’s massive military exercise on Russian borders which ended just as the latest hostilities began.

Ann Garrison: George, the hostilities between Ukraine, NATO, and Russia continue to escalate in the Sea of Azov, the Kerch Strait, and the Black Sea. What do you think the latest odds of a shooting war between NATO and Russia are, if one hasn’t started by the time this is published?

George Szamuely: Several weeks ago, when we first talked about this, I said 60 percent. Now I’d say, maybe 70 percent. The problem is that Trump seems determined to be the anti-Obama. Obama, in Trump’s telling, “allowed” Russia to take Crimea and to “invade” Ukraine. Therefore, it will be up to Trump to reverse this. Just as he, Trump, reversed Obama’s policy on Iran by walking away from the Joint Comprehensive Plan of Action, otherwise known as the Iran nuclear deal. So expect ever-increasing US involvement in Ukraine.

AG: NATO’s Supreme Commander US General Curtis M. Scaparrotti is reported to have been on the phone with Ukrainian President Petro Poroshenko “offering his full support.” Thoughts on that?

GS: There has been a proxy war within Ukraine since 2014, with NATO backing Poroshenko’s Ukrainian government and Russia backing the dissidents and armed separatists who speak Russian and identify as Russian in Ukraine’s southeastern Donbass region. But in the Kerch Strait the hostilities are between Russia and Ukraine, with NATO behind Ukraine.

A shooting war will begin if it escalates to where NATO soldiers shoot and kill Russian soldiers or vice versa. Whoever shoots first, the other side will feel compelled to respond, and then there’ll be a war between Russia and NATO or Russia and a NATO nation.

We don’t know whether NATO would feel compelled to respond as one if Russians fired on soldiers of individual NATO nations—most likely UK soldiers since the UK is sending more of its Special Forces and already has the largest NATO military presence in Ukraine. Emmanuel Macron did not feel destined for a career in politics. As a young man, he hoped to become a philosopher, then a senior civil servant, then a business banker. To help him on his way, he frequented Uncle Sam’s fairy godmothers – the French-American Foundation and the German Marshall Fund of the United States.

It was in this milieu that he met Henry and Marie-Josée Kravis, in their residence on Park Avenue in New York [1]. The Kravis couple, unfailing supporters of the US Republican Party, are among the great world fortunes who play politics out of sight of the Press. Their company, KKR, like Blackstone and the Carlyle Group, is one of the world’s major investment funds.

« Emmanuel’s curiosity for the ’can-do attitude’ was fascinating – the capacity to tell yourself that you can do anything you set your mind to. He had a thirst for knowledge and a desire to understand how things work, but without imitating or copying anyone. In this, he remained entirely French », declares Marie-Josée Drouin (Mrs. Kravis) today [2].

Bearing the double recommendation of the Kravis couple and Jean-Pierre Jouyet [3], he integrated the closed circle of François Hollande’s campaign team. In an e-mail addressed to US Secretary of State Hillary Clinton, Director of political planning Jake Sullivan named the four principal members of the Socialist candidate’s campaign team, including the unknown Emmanuel Macron. He specified that Macron would probably become the Director General of the Treasury (« the top civil servant at the Finance Ministry ») [4].
