Seemingly unaware of the pummeling his party took at the polls this week, President Biden is doubling down on his “mandate” that American workers must take the covid shot or be fired. Lockdown politicians from Seattle to Virginia were tossed out – even almost the lockdown governor of New Jersey – by the same voters Biden has declared war on. Meanwhile, in formerly lockdown Canada Ontario and Quebec announced an end to mandatory vaccines for health workers.

Scapegoating is the practice of singling out a person or group for unmerited blame and consequent negative treatment. Scapegoating may be conducted by individuals against individuals, individuals against groups, groups against individuals, and groups against groups.

Many of us are frustrated with the nearly 80 million Americans who are still not vaccinated… This is a pandemic of the unvaccinated…

That’s nearly 80 million Americans not vaccinated. In a country as large as ours, that’s 25% minority. That 25% can cause a lot of damage, and they are.

For the vast majority of you who’ve gotten vaccinated, I understand your anger at those who haven’t gotten vaccinated.

Sacrificial lamb: someone or something that is deliberately sacrificed to promote a cause or for the benefit of others.

We cannot allow these actions to stand in the way of protecting the large majority of Americans who have done their part and want to get back to life as normal.

Tyranny: government by a ruler or small group of people who have unlimited power over the people in their country or state and use it unfairly and cruelly; a situation in which someone or something controls how you are able to live, in an unfair way.

…I’m announcing that the Department of Labor is developing an emergency rule to require all employers with 100 or more employees that together employee over 80 million workers to ensure their workforces are fully vaccinated, or show a negative test at least once a week.

Authoritarianism: the belief that people must obey completely and not be allowed freedom to act as they wish.

This is not about freedom or personal choice.  You’ve been patient, but our patience is wearing thin, and your refusal has cost all of us.

The safest thing for your child 12 and older is to get them vaccinated. They get vaccinated for a lot of things. That’s it, get them vaccinated.

If they’ll not help, if these governors won’t help us beat the pandemic, I’ll use my power as president to get them out of the way.

And, perhaps most frightening of all…

Today, I’m announcing that the Defense Department will double the number of military health teams that they’ll deploy to help their fellow Americans in hospitals around the country.

President Joe Biden gave a gift to every major company in America by forcing them to mandate vaccines or stringently test their employees for Covid. Their reaction to the new rule: glee.

Corporate America had been trying to navigate two competing pandemic realities: Companies are desperately trying to get back to business as usual, and mandating vaccines is among the best ways to accomplish that. But a labor shortage had tied their hands, as businesses have been worried that forcing people to get the shot would send some desperately needed employees and potential new hires packing.

What does this remind me of…?

The Gulag was a system of forced labor camps established during Joseph Stalin’s long reign as dictator of the Soviet Union. …At its height, the Gulag network included hundreds of labor camps that held anywhere from 2,000 to 10,000 people each.

Today, gulags can be as small as 100 people each.  As to these corporate leaders?  Let’s just call them Biden’s willing executioners….

I had strange feeling when Lisa Thompson left the Erie Times-News. Among other duties she was saddled with editing reader letters. All of a sudden the now nameless letter editor has an email address referencing Philadelphia.

The premier local editorial writer, regular guy Pat Howard, was made an offer he couldn’t refuse. The local guy everyone looked forward to reading is, today at least, replaced by I want the government to control your life/race-baiter extraordinaire Eugene Robinson.

The Erie Times-News is now the Gannette/USA Today Times-News. Their articles make the AP stuff we are used to seeing look like gold. “Submitted for your approval” is the article below. Setting us up for mandatory vaccination. Won’t happen? Next time you are reading the bulletin board in the doctor’s examination room look at the horrendous list of mandatory vaccines that must be pumped into babies.

With two coronavirus vaccines under emergency review by the Food and Drug Administration, the nation’s attention is turning to who will get the vaccine first and when.

A big question remains: Will Americans be required to get vaccinated?

For some, the short answer is yes, public health and legal experts say. But a mandate is not likely anytime soon, and likely not to come from the federal government. Instead, employers and states may condition return or access to workplaces, schools and colleges upon getting the vaccine and mandate it once the FDA issues full approval, potentially months later.

“It’s much more likely that a private organization or company will require you to be vaccinated to get certain access to places,” said Arthur Caplan, a professor of bioethics at the NYU Grossman School of Medicine. “People worry about the president, governor, or county executive telling them what to do. I don’t think that’s going to happen.”

At an August town hall hosted by Healthline, Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, said the vaccine won’t be mandatory in the U.S. “I don’t think you’ll ever see a mandating of vaccine, particularly for the general public,” Fauci said. “If someone refuses the vaccine in the general public, then there’s nothing you can do about that. You cannot force someone to take a vaccine.”

And on Friday, Presidentelect Joe Biden told reporters that he would not make vaccinations mandatory. “But I would do everything in my power – just like I don’t think masks have to be made mandatory nationwide – I’ll do everything in my power as president of the United States to encourage people to do the right thing,” Biden said.

Historically, states have had the power to mandate vaccinations. In 1905, as smallpox was spreading through Massachusetts, the Supreme Court upheld the authority of states to enforce compulsory vaccination laws in the case of Jacobson v. Commonwealth of Massachusetts.

“There’s a long history in our constitution that permits the state to act for public health and safety, and that has always included vaccination,” said Lawrence Gostin, director of the O’Neill Institute for National and Global Health Law at Georgetown University.

“But although they have the power, I think it will be very unlikely that they will exercise that power,” he said. “They would be fearful of causing a backlash and politicizing the vaccine.”

It’s more likely that vaccination requirementswill play out as they have in the past. Once fully approved by the FDA, a vaccine may eventually be required for children in public and private schools and daycare settings, for college and university students, and for some health care workers and patients, Gostin said.

All 50 states and Washington, D.C., have laws requiring certain vaccines for students, and exemptions vary by state. All states grant exemptions to children for medical reasons, 45 states grant religious exemptions, and 15 allow philosophical exemptions for those who object to immunizations because of personal, moral or other beliefs, according to the National Conference of Legislatures.

Health care facilities across the country are increasingly requiring health care workers to be vaccinated against various diseases, and some facilities are adding these requirements due to mandates in state statutes and regulations, according to the CDC.

When it comes to the flu, 24states have flu vaccination requirements for long-term care facility health care workers, and 32 have them for long-term care facility patients, according to the CDC. As of 2016, 18 states had flu vaccination requirements for hospital health care workers.

Other employers also require certain vaccinations.

“Will the general public be required to get it? That’s highly unlikely. That’s not the American tradition or culture,” said Peter Meyers, professor emeritus at the George Washington University law school and former director of the school’s vaccine injury litigation clinic. “We recommend it. We make it as easy as possible to get it. We make it free. If enough people take it, we’ll have herd immunity.”

Mandatory Covid-19 Vaccination Is Unethical and Unscientific | Mises Wire

If a vaccine were clearly 100 percent efficacious and 100 percent safe, there would be no need for coercion; people would voluntarily line up to take the vaccine. Real vaccines are never 100 percent efficacious or 100 percent safe.

The post-covid-19 world is a surrealistic nightmare. Businesses have been shut down arbitrarily without any evidence that these shutdowns save any lives. Tens of millions of Americans have become unemployed due to these shutdowns. There are already demands for mandatory covid-19 vaccination even before a vaccine is available. “Make vaccines free, don’t allow religious or personal objections, and create disincentives for those who refuse vaccines shown to be safe and effective.” This is an empty statement, as any vaccine available will neither be 100 percent safe nor 100 percent effective. Based on the initial study of the Russian vaccine in a very limited number of patients, it is not even clear that the vaccine will be safer than the disease itself.

Justifications for Mandatory Vaccines

If a vaccine is 100 percent effective, there is no justification for mandatory vaccination. Anyone who wishes to be protected can voluntarily take the vaccine. It would not be possible for someone declining the vaccine to harm someone who voluntarily takes the vaccine. Any call for a mandatory vaccine is an explicit admission that the vaccine is not 100 percent effective.

If a vaccine were 0 percent effective, there would be no justification for anyone taking the vaccine. There must be some intermediate percentage of effectiveness that maximizes the utility of mandatory vaccination. As the vaccine becomes more effective, fewer people can possibly benefit from mandatory vaccination. As the vaccine becomes less effective, a lower percentage of people who could possibly benefit from mandatory vaccination will actually benefit.

Utility of mandatory vaccination requires that the vaccine be effective in some of those who would not voluntarily take it (conscripted helpers), that the vaccine be ineffective in some of those who would voluntarily take it (beneficiaries), and the stipulation that conscripted helpers interact with beneficiaries, that these interactions lead to extra infections despite other means of prevention, and that the extra infections result in serious illness or deaths. That is a lot of ifs. There is no way to know what this optimal effectiveness would be. There is no way to know how many coerced vaccinations are necessary to prevent one infection or to prevent one serious illness or death (number to treat). Given that the number to treat cannot possibly be known prior to vaccination, mandatory vaccination cannot be ethical even by utilitarian calculation.

Concerns about Efficacy

An ideal vaccine induces an immune response that neutralizes a pathogen. The immune response can be antibody or T-cell activity. Claims that a covid-19 vaccine will prevent infection are not precisely true. Immune responses are not like antimissile defenses that destroy the missile before it reaches the body. A better analogy for an ideal vaccine would be the inducement of an immune response that prevents invading pathogens from breaching a wall using siege ladders or battering rams. The immune defenses cannot act until triggered by the presence of the invading pathogen. An ideal vaccine can neutralize the pathogen before it enters tissue cells, replicates within the tissue cells, enters the blood, invades distant organs, and causes clinical disease or death. The process of neutralizing the virus is not instantaneous, so while the battle between immune defense and invading pathogen is taking place, the host is technically infected and theoretically can transmit the pathogen to others. The best that we can hope for is to prevent clinical disease, and to minimize the duration of time that the host can transmit the pathogen to others.

Studies of the Russian vaccine did not measure efficacy in terms of prevention of clinical disease. The measure of “efficacy” used was detection of antibody response to the vaccine antigen. But there is no guarantee that the presence of antibody will prevent infection, prevent clinical disease, or prevent death. There is no evidence that severe disease or death from covid-19 is due to the absence of antibody. Studies on immune response in patients with covid-19 show that patients with severe disease have higher antibody levels than patients with mild disease. There are concerns that cytokine storm, a consequence of too much immune response rather than too little immune response, may be an important cause of death in covid-19. Cytokine storm is a potential side effect of any vaccine. As usual, the devil is in the details.

Concerns about Safety

Advocates for mandatory vaccination always stipulate that the vaccine be safe. What is safe? No vaccine can possibly be 100 percent safe. The elephant in the room is always: How large is the risk? The Lancet‘s study on the Russian vaccine studied 76 subjects. There were 38 in the vaccine group and 38 in the control group. A study of this size would not be expected to detect a vaccine fatality rate of 1/50. Fever occurred in 100 percent of one subgroup (20 subjects) and 31/38 subjects receiving the Gam=COVID-Vac agent. The ages in the study ranged from 18–60. The mean age of the subgroups was 25–32 years of age. Given the low age of the participants and the high percentage of asymptomatic covid-19 cases in young patients, it is not clear that the vaccine was even safer than infection with the virus.

Several decades ago, the Centers for Disease Control and Prevention decided to eliminate tuberculosis from the United States. The plan was to test everyone with PPD and treat all the positive PPD patients with a drug called INH. This plan had to be stopped after fifty patients died from liver failure due to INH toxicity. The liver toxicity was missed by small-scale clinical trials but was discovered by the much-larger-scale public health program. Neither the CDC nor the Food and Drug Administration can know that a treatment or vaccine is safe. The more people are vaccinated, the more side effects will be discovered. This is a huge ethical problem for mandatory vaccination. If everyone is required to be vaccinated, there will be no control group for comparison of safety and efficacy.

Advocates of mandatory covid-19 vaccination assure the public that the vaccine will be safe. Why was it necessary for government to indemnify the vaccine manufacturers against any liability for their vaccine prior to production? This is a clear case where one should ignore what government says and watch what government does. Government clearly knows something that is not being disclosed to the public. This is the opposite of transparency, yet anyone who opposes vaccination is labeled as stupid, uniformed, or inadequately concerned about their elderly neighbors.

Catastrophic Tail Risks

Some risks are not known ahead of time. Some risks will not be manifest until years later. Consider a hypothetical situation where a vaccine causes sterility ten years later. There would be no way to detect this risk ahead of time. Imagine that all of humanity is vaccinated with this vaccine. Humanity would be wiped out when the last person dies. No matter how small the risk for an existential threat, why would humanity take this chance over something as ordinary as a bad flu? Rather than treating antivaxxers as a threat to civilization, we should be grateful that some people will always volunteer to be controls in our medical experiments by declining treatment.

Markets Offer the Best Solutions to Complex Problems

How efficacious will the vaccine be? How safe will the vaccine be? We don’t even have an American vaccine to assess, yet authorities are calling for mandatory American vaccination. Even when vaccine options are available, we will have limited information about efficacy and safety. There are no objective answers available about efficacy and safety, so how can objectively correct decisions be made balancing risks and benefits? Markets offer the best solutions to these subjective questions. Just as markets determine value by the process of price discovery, the balance between risk and benefit of a vaccine can only be determined by how many people are voluntarily willing to take the vaccine.


Vaccines are a wonderful hedge against the risks of contagious disease. We are fortunate to have vaccines as options. However, mandatory vaccination can never be justified. If a vaccine were clearly 100 percent efficacious and 100 percent safe, there would be no need for coercion; people would voluntarily line up to take the vaccine. Real vaccines are never 100 percent efficacious or 100 percent safe. Judgments about risk versus benefit can only be made by individuals facing the risk. People who decline vaccines are not stupid, nor are they misinformed, nor do they have callous disregard for their neighbors. Advocates of vaccines who are disappointed by the number of people willing to accept the vaccine should stop blaming those who decline and reevaluate their poor abilities of persuasion. Vaccine skeptics are necessary as controls in ongoing assessment of efficacy and safety. Vaccine skeptics are necessary as a hedge against catastrophic errors by experts.

And now some officials on the ground, those who are directing the logistics of a vaccine rollout, are telling us how imminent these plans may be. Defying Mandatory Vaccination Plans

In order to understand how you would be able to defy any initiatives that would attempt to force you or any of your family members to take any vaccines, or ingest or have anything injected into your body for that matter, it is important to grasp one of the most basic principles underlying life on Earth: each of us as individuals are free and sovereign beings. The only way someone can have any power over us is by our consent. Mostly without knowing it, we have consented to the entire political and legal structure that we believe has power over us. You will see links to two free download documents at The first document is a requirement that all medical service and vaccine providers sign for you, to acknowledge the risks of vaccines, that they are causing that risk by offering vaccines, and that they accept full personal liability to pay for all damage they cause by administering a vaccine.

Of course, if vaccines were safe and effective, they would not hesitate to sign a liability agreement… [but] they know they are doing harm, so most likely, they will refuse to sign that document, and refuse to be responsible for the harm they cause. That refusal to sign is evidence that they know that vaccines have risk, and you therefore are fully within your rights to refuse the vaccine regardless of any legal mandates. That type of document is referred to as a ‘Conditional Acceptance.’ You agree to have a vaccine if they agree to pay for all damage you suffer. They will refuse to sign it. And that gives you the right to refuse their vaccine, because they failed to meet your reasonable requirements of safety.

Perhaps the day will not come when you will be faced with having to refuse mandated vaccines for yourself or your family. However, coming to understand a way in which you can assert your inherent right of self-protection can be very empowering. Not only does it help give you confidence that you can assert your will in such a circumstance, it can broaden your understanding of your inalienable sovereignty. I believe if each of us is able to strengthen our sense of personal sovereignty and see that we are all co-creators of our collective experience, we will be much closer to bringing the world of our dreams into reality.

Gates’ Globalist Vaccine Agenda: A Win-Win for Pharma and Mandatory Vaccination • Children’s Health Defense

Vaccines, for Bill Gates, are a strategic philanthropy that feed his many vaccine-related businesses (including Microsoft’s ambition to control a global vaccination ID enterprise) and give him dictatorial control of global health policy.

Gates’ obsession with vaccines seems to be fueled by a conviction to save the world with technology.

Promising his share of $450 million of $1.2 billion to eradicate polio, Gates took control of India’s National Technical Advisory Group on Immunization (NTAGI), which mandated up to 50 doses (Table 1) of polio vaccines through overlapping immunization programs to children before the age of five. Indian doctors blame the Gates campaign for a devastating non-polio acute flaccid paralysis (NPAFP) epidemic that paralyzed 490,000 children beyond expected rates between 2000 and 2017. In 2017, the Indian government dialed back Gates’ vaccine regimen and asked Gates and his vaccine policies to leave India. NPAFP rates dropped precipitously.

The most frightening [polio] epidemics in Congo, Afghanistan, and the Philippines are all linked to vaccines.

In 2017, the World Health Organization (WHO) reluctantly admitted that the global explosion in polio is predominantly vaccine strain. The most frightening epidemics in Congo, Afghanistan, and the Philippines, are all linked to vaccines. In fact, by 2018, 70% of global polio cases were vaccine strain.

In 2009, the Gates Foundation funded tests of experimental HPV vaccines, developed by Glaxo Smith Kline (GSK) and Merck, on 23,000 young girls in remote Indian provinces. Approximately 1,200 suffered severe side effects, including autoimmune and fertility disorders. Seven died. Indian government investigations charged that Gates-funded researchers committed pervasive ethical violations: pressuring vulnerable village girls into the trial, bullying parents, forging consent forms, and refusing medical care to the injured girls. The case is now in the country’s Supreme Court.

South African newspapers complained, ‘We are guinea pigs for the drug makers.’

In 2010, the Gates Foundation funded a phase 3 trial of GSK’s experimental malaria vaccine, killing 151 African infants and causing serious adverse effects, including paralysis, seizure, and febrile convulsions, to 1,048 of the 5,949 children.

During Gates’ 2002 MenAfriVac campaign in Sub-Saharan Africa, Gates’ operatives forcibly vaccinated thousands of African children against meningitis. Approximately 50 of the 500 children vaccinated developed paralysis. South African newspapers complained, “We are guinea pigs for the drug makers.” Nelson Mandela’s former senior economist, Professor Patrick Bond, describes Gates’ philanthropic practices as “ruthless and immoral.”

In 2010, when Gates committed $10 billion to the WHO, he said  “We must make this the decade of vaccines.” A month later, Gates said in a TED Talk that new vaccines “could reduce population.” And, four years later, in 2014, Kenya’s Catholic Doctors Association accused the WHO of chemically sterilizing millions of unwilling Kenyan women with a  “tetanus” vaccine campaign. Independent labs found a sterility formula in every vaccine tested. After denying the charges, WHO finally admitted it had been developing the sterility vaccines for over a decade.  Similar accusations came from Tanzania, Nicaragua, Mexico, and the Philippines.

A 2017 study (Morgenson et. al. 2017) showed that WHO’s popular DTP vaccine is killing more African children than the diseases it prevents. DTP-vaccinated girls suffered 10x the death rate of children who had not yet received the vaccine. WHO has refused to recall the lethal vaccine, which it forces upon tens of millions of African children annually.

Global public health advocates around the world accuse Gates of steering WHO’s agenda away from the projects that are proven to curb infectious diseases: clean water, hygiene, nutrition, and economic development. The Gates Foundation spends only about $650 million of its $5 billion dollar budget on these areas. They say he has diverted agency resources to serve his personal philosophy that good health only comes in a syringe.

In addition to using his philanthropy to control WHO, UNICEF, GAVI, and PATH, Gates funds a private pharmaceutical company that manufactures vaccines and is donating $50 million to 12 pharmaceutical companies to speed up development of a coronavirus vaccine. Bill Gates Calls for a “Digital Certificate” to Identify Who Received COVID-19 Vaccine – The Vigilant Citizen

Bill Gates recently stated on Reddit that “digital certificates” will be used to identify who received the upcoming COVID-19 vaccine. And these certificates will also be used to identify who can conduct business or not. Here’s how this plan is already backed by a massive organization called ID2020.

For years, Bill Gates has been at the forefront of research regarding global pandemics and mass vaccination campaigns. In the past decade, Gates went on record several times stating that the world was not ready for a global pandemic.

In October 2019 (only a few months before the apparition of COVID-19) the Bill and Melinda Gates Foundation (in cooperation with the World Economic Forum) hosted Event 201, a 3.5-hour table-top simulation of a global pandemic.

Oddly enough, this simulation was about a novel coronavirus that would kill millions. About eight weeks later, an actual novel coronavirus spurred in China. This lead to some people wondering if this exercise actually predicted the spread of COVID-19. In response to these questions, a statement was posted on the Event 201 website.

Statement about nCoV and our pandemic exercise

In October 2019, the Johns Hopkins Center for Health Security hosted a pandemic tabletop exercise called Event 201 with partners, the World Economic Forum and the Bill & Melinda Gates Foundation. Recently, the Center for Health Security has received questions about whether that pandemic exercise predicted the current novel coronavirus outbreak in China. To be clear, the Center for Health Security and partners did not make a prediction during our tabletop exercise. For the scenario, we modeled a fictional coronavirus pandemic, but we explicitly stated that it was not a prediction. Instead, the exercise served to highlight preparedness and response challenges that would likely arise in a very severe pandemic. We are not now predicting that the nCoV-2019 outbreak will kill 65 million people. Although our tabletop exercise included a mock novel coronavirus, the inputs we used for modeling the potential impact of that fictional virus are not similar to nCoV-2019.

On March 13th, about a day after COVID-19 began shutting down the entire Western world, Bill Gates stepped down from the public board of Microsoft to “dedicate more time to philanthropic priorities including global health and development, education, and climate change”. As the pandemic spread across the world, Gates became an outspoken and authoritative figure on the pandemic crisis, appearing all over mass media to share his views and recommendations.

On March 18th, Bill Gates took part in an AMA (Ask Me Anything) on Reddit titled I’m Bill Gates, co-chair of the Bill & Melinda Gates Foundation. AMA about COVID-19. where he answered questions about the pandemic. In one of his answers, Gates referred to a “digital certificate” to keep track of who got vaccinated.

What changes are we going to have to make to how businesses operate to maintain our economy while providing social distancing?

Bill Gates’ answer:

The question of which businesses should keep going is tricky. Certainly food supply and the health system. We still need water, electricity and the internet. Supply chains for critical things need to be maintained. Countries are still figuring out what to keep running.

Eventually we will have some digital certificates to show who has recovered or been tested recently or when we have a vaccine who has received it.

While most of Gates’ answers were received with praise, this one raised lots of eyebrows. The most upvoted reply highlights the similarities between Gates’ solution and the “Mark of the Beast” in the Bible.

This concept of a “digital certificate” to store medical information (including vaccines received) and to grant access to rights or services was not a mere suggestion. It is part of a massive project that is propelled by a powerful group called ID2020 which is backed by the United Nations, the Rockefeller Foundation and … Bill Gates’ Microsoft.

Simply put, ID2020 is looking to create a digital identification system that would store a wealth of personal information and that would go beyond the limits of national governments. The official website of ID2020 states that a global digital identity is necessary to keep track of refugees and ID-less people in developing countries. Of course, people in developed countries would be ID-ed as well. The website states:

We Need to Get Digital ID Right

Unfortunately, current models of digital ID do not meet everyone’s needs. They are generally archaic, insecure, lacking adequate privacy protection, and for over a billion people worldwide, unavailable.

Everyone should have access to a digital ID that enables them to prove who they are across institutional and international borders and across time, while giving them control over how their personal information is collected, used, and shared.

In an article published by ID2020 in 2018, vaccines are the perfect way to introduce digital identity to the world – especially infants. Appropriately titled Immunization: an entry point for digital identity, the article states:

Because immunization is conducted in infancy, providing children with a digital child health card would give them a unique, portable digital identity early in life. And as children grow, their digital child health card can be used to access secondary services, such as primary school, or ease the process of obtaining alternative credentials. Effectively the child health card becomes the first step in establishing a legal, broadly recognized identity.

In short, according to ID2020, vaccinations are the perfect opportunity to introduce a digital ID that would store the medical history of each individual. This identity would also be used to grant access to basic rights and services.

ID2020 is already testing the introduction of digital IDs in Bangladesh. On August 2019, ID2020 published a “Request for information” article stating:

A2i and its partners Gavi and ID2020 are committed to jointly researching and implementing a unique ID for infants through digitisation of vaccination processes in Bangladesh.

The program will provide infants and children with a portable, biometrically-linked digital ID either at the point of birth registration or at the time of their immunizations, simultaneously supporting three shared objectives:

Driving improvements in CRVS (Demographic and Social Statistics) coverage and process

Supporting improvements in vaccination process and equity

Ultimately, supporting access to rights and services throughout one’s life-course.

In this Bangladesh experiment, digital ID is “biometrically-linked”, meaning that it is based on the fingerprints of individuals. The article describes the process in place:

Information is required regarding biometric scanners capable of capturing the fingerprint biometrics of parents during phase 1 with the ambition to also effectively capture infant biometrics in phase 2. Scanners can be cabled or Bluetooth. Scanners must be a minimum of FBI certified FAP30, portable, robust and capturing a minimum of 500 pixels per inch. Please state the port type on the scanner(s), for example, micro USB, USB C, or other.

While this project is linked to biometrics, Bill Gates has been funding research on a different form of vaccine identification: The quantum dot tattoo.

In December 2019, a group of researchers at the MIT published a study in Science Translational Medicine about the use of quantum dot tattoos to identify who people who received a vaccine.

An article in Futurism titled An Invisible Quantum Dot ‘Tattoo’ Could Be Used to ID Vaccinated Kids reviewed this study:

For the people overseeing nationwide vaccination initiatives in developing countries, keeping track of who had which vaccination and when can be a tough task.

But researchers from MIT might have a solution: they’ve created an ink that can be safely embedded in the skin alongside the vaccine itself, and it’s only visible using a special smartphone camera app and filter.

In other words, they’ve found a covert way to embed the record of a vaccination directly in a patient’s skin rather than documenting it electronically or on paper – and their low-risk tracking system could greatly simplify the process of maintaining accurate vaccine records, especially on a larger scale.


The invisible “tattoo” accompanying the vaccine is a pattern made up of minuscule quantum dots – tiny semiconducting crystals that reflect light – that glows under infrared light. The pattern – and vaccine – gets delivered into the skin using hi-tech dissolvable microneedles made of a mixture of polymers and sugar.

“It’s possible someday that this ‘invisible’ approach could create new possibilities for data storage, biosensing, and vaccine applications that could improve how medical care is provided, particularly in the developing world,” MIT professor and senior author Robert Langer said in the statement.

The article states that this study was the result of a direct request from Bill Gates.

The Bill and Melinda Gates Foundation funded the team’s research, which was published in the journal Science Translational Medicine on Wednesday.

According to a Scientific American story, the project came about following a direct request from Microsoft founder Bill Gates himself, who has been personally involved in efforts to eradicate polio and measles through vaccinations.

In Conclusion

While answering a question about conducting business in the era of social distancing, Bill Gates replied that “digital certificates” will be used to determine who had COVID-19, who recovered from it, who was recently tested for it and who received the vaccine. This short (and unexpected answer) opened a gigantic pandora box of what could be in store in the near future: The inevitable mass vaccination campaign to eradicate COVID-19 would be the perfect opportunity to introduce a worldwide digital ID. This system would store a wealth of information about each individual (including vaccination history) and would be used to grant access to rights and services. Although Gates did not go into specifics, “digital certificates” could be linked to biometrics or a quantum dot tattoo.

Considering the fact that this entire project is eerily reminiscent to a passage in the Book of Revelation (a Mark of the Beast that is received on the “right hand or forehead” and that is required “to buy or to sell”), the introduction of such a system would most likely be received with a great deal of resistance. And not only from religious people.
