COVID-19: What Trump’s Funding Cuts to WHO Mean for World – Consortiumnews

And one of the great ironies of Trump’s criticism is that the organization has been criticized by other member states for decades for being influenced too heavily by the United States.

Let the rest of the world make up the $400 million.

U.S. President Donald Trump has announced the U.S. is cutting its funding to the World Health Organisation (WHO) – a decision that will have major implications for the global health response to the coronavirus pandemic.

The U.S. contributes more than $400 million to the WHO per year, though it is already $200 million in arrears. It is the organization’s largest donor and gives about 10 times what China does per year.

Trump has accused the organization of mishandling and covering up the initial spread of Covid-19 in China, and of generally failing to take a harsher stance toward China.

What will Trump’s decision to cut funding mean for the organization?

WHO Membership 

The WHO was established in 1948 to serve as the directing and coordinating authority in international health. It was created with a mandate to improve the health of the world’s population, and defined health as

“…a state of complete physical, mental and social well-being, and not merely the absence of disease or infirmity.”

While various civil society, industry and faith-based organizations can observe WHO meetings, only countries are allowed to become members. Every May, member states attend the World Health Assembly in Geneva to set the WHO’s policy direction, approve the budget and review the organization’s work.

Currently, there are 194 WHO member states, which means the organization has one more member state than the United Nations.

How is WHO Funded?

The WHO receives the majority of its funding from two primary sources. The first is membership dues from countries, which are described as “assessed contributions”.

Assessed contributions are calculated based on the gross domestic product and size of population, but they have not increased in real terms since the level of payments was frozen in the 1980s.

The second source of funding is voluntary contributions. These contributions, provided by governments, philanthropic organizations and private donations, are usually earmarked for specific projects or initiatives, meaning the WHO has less ability to reallocate them in the event of an emergency such as the Covid-19 pandemic.

Have Countries Pulled Funding Before?

Over more than 70 years of operations, a number of countries have failed to pay their membership dues on time.

At one point the former Soviet Union announced it was withdrawing from the WHO and refused to pay its membership fees for several years. When it then rejoined in 1955, it argued for a reduction in its back dues, which was approved.

As a result of nonpayment of assessed contributions, we have seen several instances where the WHO has been on the verge of bankruptcy. Fortunately, governments have usually acted responsibly and eventually paid back its fees.

Has There Been Political Criticism Before?

Yes. In 2009, the WHO was accused of acting too early in declaring swine flu a pandemic, in part over concerns it had been pressured by pharmaceutical companies.

Five years later, the organization was accused of acting too late in declaring the West African Ebola outbreak a public health emergency.

Trump has criticized the WHO for not acting quickly enough in sending its experts to assess China’s efforts to contain COVID-19 and call out China’s lack of transparency over its handling of the initial stage of the crisis.

But these criticisms ignore China’s sovereignty. The WHO does not have the power to force member states to accept a team of WHO experts to conduct an assessment. The country must request WHO assistance.

Nor does the organization have the power to force a country to share any information. It can only request.

Of course, Trump’s comments also ignore the fact the WHO did eventually send a team of experts to conduct an assessment in mid-February after finally obtaining Chinese approval. The results from this investigation provided important information about the virus and China’s efforts to halt its spread.

Does China Have Increasing Influence?

Understandably China has grown in power and economic influence since 2003, when then-Director General Gro Harlem Brundtland publicly criticized it for trying to hide the spread of the SARS virus.

China has also been criticized for blocking Taiwan’s bid to join the organization. Taiwan has had one of the most robust responses to the Covid-19 crisis.

But China is ultimately just one of the WHO’s 194 member states. And one of the great ironies of Trump’s criticism is that the organization has been criticized by other member states for decades for being influenced too heavily by the United States.

What Happens if US Cuts Funding?

If enacted, these funding cuts may cause the WHO to go bankrupt in the middle of a pandemic. That might mean the WHO has to fire staff, even as they are trying to help low- and middle-income countries save lives.

It will also mean the WHO is less able to coordinate international efforts around issues like vaccine research, procurement of personal protective equipment for health workers and providing technical assistance and experts to help countries fight the pandemic.

More broadly, if the US extends these cuts for other global health initiatives coordinated by the WHO, it will likely cause people in low income countries to lose access to vital medicines and health services. Lives will be lost.

There will also be a cost to the United States’ long-term strategic interests.

For decades, the world has looked to the US to provide leadership on global health issues. Due to Trump’s attempt to shift blame from his administration’s failures to prepare the US for the arrival of Covid-19, he has now signaled the US is no longer prepared to provide that leadership role.

And one thing we do know is that if nature abhors a vacuum, politics abhors it even more.

Vaccines, for Bill Gates, are a strategic philanthropy that feed his many vaccine-related businesses (including Microsoft’s ambition to control a global vaccination ID enterprise) and give him dictatorial control of global health policy.

Gates’ obsession with vaccines seems to be fueled by a conviction to save the world with technology.

Promising his share of $450 million of $1.2 billion to eradicate polio, Gates took control of India’s National Technical Advisory Group on Immunization (NTAGI), which mandated up to 50 doses (Table 1) of polio vaccines through overlapping immunization programs to children before the age of five. Indian doctors blame the Gates campaign for a devastating non-polio acute flaccid paralysis (NPAFP) epidemic that paralyzed 490,000 children beyond expected rates between 2000 and 2017. In 2017, the Indian government dialed back Gates’ vaccine regimen and asked Gates and his vaccine policies to leave India. NPAFP rates dropped precipitously.

In 2017, the World Health Organization (WHO) reluctantly admitted that the global explosion in polio is predominantly vaccine strain. The most frightening epidemics in Congo, Afghanistan, and the Philippines, are all linked to vaccines. In fact, by 2018, 70% of global polio cases were vaccine strain.

In 2009, the Gates Foundation funded tests of experimental HPV vaccines, developed by Glaxo Smith Kline (GSK) and Merck, on 23,000 young girls in remote Indian provinces. Approximately 1,200 suffered severe side effects, including autoimmune and fertility disorders. Seven died. Indian government investigations charged that Gates-funded researchers committed pervasive ethical violations: pressuring vulnerable village girls into the trial, bullying parents, forging consent forms, and refusing medical care to the injured girls. The case is now in the country’s Supreme Court.

South African newspapers complained, ‘We are guinea pigs for the drug makers.’

In 2010, the Gates Foundation funded a phase 3 trial of GSK’s experimental malaria vaccine, killing 151 African infants and causing serious adverse effects, including paralysis, seizure, and febrile convulsions, to 1,048 of the 5,949 children.

During Gates’ 2002 MenAfriVac campaign in Sub-Saharan Africa, Gates’ operatives forcibly vaccinated thousands of African children against meningitis. Approximately 50 of the 500 children vaccinated developed paralysis. South African newspapers complained, “We are guinea pigs for the drug makers.” Nelson Mandela’s former senior economist, Professor Patrick Bond, describes Gates’ philanthropic practices as “ruthless and immoral.”

In 2010, when Gates committed $10 billion to the WHO, he said  “We must make this the decade of vaccines.” A month later, Gates said in a TED Talk that new vaccines “could reduce population.” And, four years later, in 2014, Kenya’s Catholic Doctors Association accused the WHO of chemically sterilizing millions of unwilling Kenyan women with a  “tetanus” vaccine campaign. Independent labs found a sterility formula in every vaccine tested. After denying the charges, WHO finally admitted it had been developing the sterility vaccines for over a decade.  Similar accusations came from Tanzania, Nicaragua, Mexico, and the Philippines.

A 2017 study (Morgenson et. al. 2017) showed that WHO’s popular DTP vaccine is killing more African children than the diseases it prevents. DTP-vaccinated girls suffered 10x the death rate of children who had not yet received the vaccine. WHO has refused to recall the lethal vaccine, which it forces upon tens of millions of African children annually.

Global public health advocates around the world accuse Gates of steering WHO’s agenda away from the projects that are proven to curb infectious diseases: clean water, hygiene, nutrition, and economic development. The Gates Foundation spends only about $650 million of its $5 billion dollar budget on these areas. They say he has diverted agency resources to serve his personal philosophy that good health only comes in a syringe.

In addition to using his philanthropy to control WHO, UNICEF, GAVI, and PATH, Gates funds a private pharmaceutical company that manufactures vaccines and is donating $50 million to 12 pharmaceutical companies to speed up development of a coronavirus vaccine. In his recent media appearances, Gates appears confident that the Covid-19 crisis will now give him the opportunity to force his dictatorial vaccine programs on all American children – and adults.

How the Left Is Trying to Blame Capitalism for COVID-19 Deaths | Mises Wire

Two elephants in the room go unaddressed in this argument. First, if a vaccine for the virus would save millions of lives in the US alone, potentially tens of millions of lives worldwide, why would that product not be profitable? Does the author honestly think that a product that could literally save one’s life would not be in high demand?

Secondly, why does the blame for failing to develop a vaccine fall squarely on private pharmaceutical companies? What about all the other developed nations that have some form of single-payer or universal healthcare system that the Jacobin crowd thinks will save us all? Why didn’t any of them develop a vaccine?

Learning from the 2015 MERS outbreak, reports ProPublica, “Korean officials enacted a key reform, allowing the government to give near-instantaneous approval to testing systems in an emergency.”

The result? “Within weeks of the current outbreak in Wuhan, China, four Korean companies had manufactured tests from a World Health Organization recipe and, as a result, the country quickly had a system that could assess 10,000 people a day.”

Not hesitating to exploit a health pandemic to advance their ideological agenda, Jacobin magazine on March 26 published an article attempting to proactively blame “millions” of coronavirus deaths on “capitalism.”

Titled “How Capitalism Kills during a Pandemic,” the article advances tired slogans about free markets placing “profits above people,” buttressed by faulty and at times self-contradictory arguments that prove unpersuasive.

To set the most alarmist tone possible, author Nick French begins by warning the reader that the coronavirus “will likely kill millions of people in the United States alone.”

This prediction cherry-picks the most ominous of such projections, irresponsibly relying on the report from London’s Imperial College COVID-19 Response Team, who own authors admitted includes projections that are “worst-case,” combined with the incredibly unrealistic caveat that “there are no interventions or changes in people’s behavior.” The report further admitted that “Epidemic timings are approximate given the limitations of surveillance data in both countries,” in essence cautioning that such predictions will be moot once more sufficient data becomes available. (The Jacobin article was published before a leading author of the report altered his predictions based upon the dramatic responses imposed in countries around the world.)

With the reader sufficiently shocked by the worst-case projection of victims based on partial data and unrealistic assumptions, French quickly assigns the villain: “Many of these fatalities could have been avoided if we had a social order that placed the needs of people over profit,” he declares.

Helping to shape the readers’ cartoonish image of evil capitalism, the article informs us: “capitalists prioritize profits over the welfare of their workers and of humanity as a whole,” and adds, “They will pollute the environment with deadly toxins and planet-destroying greenhouse gases before spending money on safe production processes.”

Mass death is but an unconsidered side effect in the heartless system of capitalism. Such is the framing that French establishes.

This leads into his specific critiques:

“First, pharmaceutical companies could have started to develop a vaccine for the virus years ago. The novel coronavirus that is now ravaging the world is actually one of a family of coronaviruses (including SARS and MERS) with which we have long been familiar,” French notes. “It would have been possible to begin research on vaccines and cures for coronaviruses in general, giving us a head start on treatments for the current outbreak. But pharmaceutical companies did not pursue this research, because the prospect of a cure was not sufficiently profitable.”

Next, the article addresses concerns about the consequences of the economic shutdown being imposed on the American economy. “Losing a job could result in losing your health-care coverage or being unable to pay your student loans,” French writes. This concern is entirely justifiable.

But somehow French doesn’t see the irony in lamenting the close tie between one’s job and health insurance coverage—a result of government policy making insurance coverage tax exempt—as somehow the fault of “capitalism.” Without government interference, far more health insurance coverage would be owned by individuals, not supplied by employers.

Moreover, the student loan debt crisis is largely a government phenomenon as well. Decades of government subsidies and low-interest loans have helped drive up college tuition, and the federal government owns more than 90 percent of all student loan debt.

French blames “capitalism” for putting individuals in precarious situations that are highly exacerbated by the pandemic crisis, but the roots are to be found in government intervention.

Next, he blames greedy capitalist owners for forcing workers to go to work and risk their health because doing otherwise would “hurt bosses’ bottom line.”

In the following paragraph, however, French is forced to concede that the only specific example he cites, Starbucks, despite staying open for a while, “has since shifted to only providing drive-through service because of employee pressure.”

In a competitive market, employers must treat employees reasonably well, or else they will be bid away by more hospitable workplaces.

French then points out the shortages of personal protective equipment such as face masks at hospitals across the country, insisting that this too “is the product of a system that puts profit over people.”

Not so fast. Cumbersome FDA approval processes have been instrumental in slowing the production of much-needed face masks. Moreover, it’s profit-driven private companies such as 3M that are ramping up production of face masks right now in order to bail out the unprepared public health system.

Undaunted, French insists, “If we adequately invested in public hospitals or used state resources to rapidly produce necessary medical equipment, the unfolding pandemic would not hit our health-care system nearly as hard.”

What amount of “investment” would be adequate goes unmentioned. Also unmentioned are the certificate of need (CON) laws still in place in thirty-five states, which require healthcare facilities to get permission from a government commission to expand or otherwise invest in additional medical equipment. These commissions are often stacked with representatives from existing hospitals, who have an incentive to restrict new supply and thus limit competition. Imagine if potential rival retail stores needed to get permission from a committee full of Walmart and Target executives in order to open a new location.

CON laws are one of countless government interventions limiting the supply of medical care in the US. In this the American Medical Association also plays a vital role. As reported by the American Conservative, the AMA “artificially limits the number of doctors, which drives up salaries for doctors and reduces the availability of care.”

For more than a hundred years, the AMA has successfully lobbied governments to enact laws that restrict the number of new doctors in the country. AMA activities have included dramatically decreasing the number of medical schools across the country and turning the process of becoming a doctor into a monumental feat that “requires navigating a maze of accrediting, licensing, and examining bodies.”

The only system putting “profits over people” is that of government interference into the healthcare industry.

French next tries to convince readers that countries with single-payer systems are well equipped to handle the outbreak, unlike the allegedly free market US system.

But on this attempt he also can’t avoid self-contradiction or a downright obfuscation of facts: “Despite the fact that Italy’s health capacity has been overstressed by the particularly brutal explosion of coronavirus there,” he writes, “its universal single-payer health-care system is ensuring that every person, no matter their job or income level, can receive the best treatment possible.”

Well, not every person.

As Politico reported as early as March 3, weeks before French published his article, “anesthesiologists and doctors are being called on to make increasingly tough calls on who gets access to beds and respirators when there are not enough to go around.”

Instead of every person receiving treatment, as French would have you believe is happening, doctors in Italy are forced into “prioritizing younger, otherwise healthy patients over older patients or those with pre-existing conditions.”

French also insists that “Single-payer systems have allowed Denmark and South Korea to quickly institute coronavirus testing on a large scale, which has been essential to their success in slowing the virus’s spread.”

In the case of South Korea, however, it was a previous decision by the government to get the public sector out of the way and allow private sector companies to come to the rescue in cases of emergency that was responsible.

Learning from the 2015 MERS outbreak, reports ProPublica, “Korean officials enacted a key reform, allowing the government to give near-instantaneous approval to testing systems in an emergency.”

In these unprecedented times, many are scared, mourning, and otherwise looking for a villain to blame. Jacobin wants to convince readers that somehow for-profit capitalism is to blame for an underwhelming preparedness. Their argument, however, amounts to little more than sloganeering and half-truths. If anything, it’s the wealth created by capitalist systems that will save lives during this pandemic.

More and more evidence is forthcoming daily that this new coronavirus called Covid-19, is not only being blown out of proportion, but is purposely being manipulated to show many more deaths than are actually caused by this mystery virus. In some cases, as in Italy, the so-called current epicenter of this falsely identified pandemic, the obvious deception is easy to identify, but it goes on none the less; this due to the perpetrators of this fraud understanding that fear sells, and allows for the unimpeded ease of population control. This is partially due to a weakness of mind, but also to the fact that the American public is no longer independent and free, but is beholding to the state as guardian of the flock. 

Much of the hype surrounding this ordeal has been refuted, and those responsible for making magnificent and unsubstantiated death claims early on have not only backed off, but have ratcheted down their initial warnings exponentially. This was done quietly and without fanfare of course, unlike their mass fear mongering, but nonetheless their claims were patently false. This is why the continued tyranny due to this hype is so ridiculous, as the false basis for the initial fear has been exposed, but the political class and its media continue on as if their lies were not noticed. In the meantime, millions of Americans are without a job, without savings, and without any way to support their families, all due to forcible government interference into their lives in the name of “safety.” The economy was shut down, and is still shut down, with no apparent end in sight.

The salacious headlines continue, and read as if Armageddon is already here, but by some legitimate estimates, the actual numbers being reported of death due to this virus could be ten times too high. There should be no doubt at this point that this entire episode of viral panic has either been purposely staged, or used to accomplish nefarious political agendas, or both. All this for a pneumonia-like sickness that is minor compared to the common flu, but a very convenient tool if control of the masses is sought.

Much of this began due to governments’ around the world, especially in the U.S. and UK, listening to one man, a supposed coronavirus “expert,” Epidemiologist Neil Ferguson. He projected 2.2 million deaths in the U.S. and over 500 thousand in the UK if extreme actions were not taken. After the first day of the UK lockdown, he lowered those estimates by a factor of 25 down to 20,000. After this was properly scrutinized, he made a statement in an attempt to cover his own incompetence, but was not successfully in my opinion. But did things change after his fraudulent model was exposed; a model used to close down entire countries? Of course not, because that would never fit the agenda sought by the ruling class.

If things continue as of late, the U.S. will be the next country to completely shut down, claiming death numbers that are also extremely misleading, and in fact could be outright lies.

Much of the economic damage is already done, and the continued devastation due to the extreme measures taken under the guise of protecting all of us will linger for an unknown amount of time. GDP in this country is estimated to fall 35% in just the second quarter alone, but with much of the economy completely destroyed, and possible unemployment up to 30% or more, even when these restrictions are lifted, the damage already done will prove to be unbearable. With this comes extreme psychological problems as well, and sickness and despair at every level will not only increase, but will be deadly. When all is said and done, this virus will seem tame compared to the horrible consequences of the state’s version of a cure.

The next menacing government threat of this plotted response is coming, and that is a coronavirus vaccine that will be demanded or even forced on the public. As the screws of surveillance and control get ever tighter, mandated vaccinations are in our future. Long after this virus has disappeared, the vaccines will still be with us, and most likely very dangerous. First, vaccines are questionable when all is done correctly, and over a long period of time, but a coronavirus vaccine is already being tested. Vaccines normally need at least 18 months or more to be tested properly before being used on the public. The risks and potential side effects could be deadly, and certainly could cause much harm. Beware of the wolf in sheep’s clothing called the government and the CDC. False claims about this new vaccination coming will abound, but caution is warranted.

This is about power and money, lots of money. Pharmaceutical companies, the CDC, and those like Bill Gates and his ilk, stand to make fortunes, and with mandates for vaccination, also will have a seemingly endless market, all due to government interference and enforcement. This is a dream for these evil people and corporations, and safety is the last order of business in a fiasco like the one unfolding.

Fear and panic have driven this monstrous response, and although government and the mainstream media knowingly fed this fear from all angles, the people at large accepted the fraud hook, line, and sinker. As I have mentioned many times previously, the death toll from the state response of shutting down the country, isolating people and families, forcing those most at risk into seclusion which is the equivalent to a death penalty, and destroying the economic activity that sustains the lives of all will certainly be responsible for many more deaths than the so-called threat of any virus. The toll on Americans from this madness perpetrated by government will be the real pandemic, and one that will continue for years to come. What a travesty, and what an exposé on the horrendous and vile nature of government and media today. Evil is as evil does, and government’s evil deeds during this manufactured crisis have laid bare the wickedness that is the political system and its criminal representatives at every level of rule.

The state is God, deifies arms and prisons. The worship of the state is the worship of force. There is no more dangerous menace to civilization than a government of incompetent, corrupt, or vile men. Dr. Francis Boyle is an international law professor at the University of Illinois College of Law. He currently serves as counsel to Bosnia and Herzegovina and to the Provisional Government of the Palestinian Authority. He was involved in developing the indictments against Slobodan Milosević for genocide and for other war crimes in Bosnia and Herzegovina.

He is well known globally for representing the Blackfoot Nation (Canada), the Nation of Hawaii, the Lakota Nation, as well as advising on several individual death penalty and human rights cases. He has been a force of good will, having counselled numerous international bodies in the areas of human rights, war crimes and genocide, nuclear policy, and bio-warfare. From 1991-92, he served as Legal Advisor to the Palestinian Delegation to the Middle East Peace Negotiations.

He currently sits on the  Board of Directors of Amnesty International, as a consultant to the American Friends Service Committee, and on the Advisory Board for the Council for Responsible Genetics.

Furthermore, he drafted the U.S. domestic legislation for the Biological Weapons Convention, known as the Biological Weapons Anti-Terrorism Act of 1989. It was approved unanimously by both Houses of the U.S. Congress and signed into law.

He has a lot of knowledge on the topic of biological warfare, which is why it’s interesting to hear is thoughts and opinions on the Coronavirus.

As stated in the interview below, he believes that the Coronavirus is a biological warfare weapon, and that it may have leaked out unintentionally. Regardless, he believes that pharmaceutical companies are set to profit off of this outbreak in a big way.

Dr. Boyle has come across information suggesting that Chinese scientists may have stolen this virus out of a lab in Winnipeg, where Canada tests a lot of their biological warfare weapons. He believes the virus then leaked out of a lab in Wuhan (BSL-4), in the wake of reports of previous reports of leaks coming out of this specific lab. The Wuhan BSL-4 lab is also a specially designated World Health Organization (WHO) research lab and Dr. Boyle contends that the WHO knows full well what is occurring.

CBC news report maintains that, while there is truth that the lab in Winnipeg had some policy breaches with researchers who were Chinese nationals, it is not confirmed that this involved stealing the virus and bringing it to Wuhan. CBC maintains that the connection between this and the outbreak of the Coronavirus in Wuhan is  a ‘conspiracy theory.’

It appears that the Coronavirus that we are dealing with here is an offensive biological warfare weapon that leaked…I’m not saying it was done deliberately…I’m afraid that’s what we are dealing with today.

Final Thoughts

When it comes to this type of information, and these types of outbreaks, I’m reminded of the swine flu outbreak many years ago. There is a lot of ‘fear propaganda’ being put out by the media, and I personally don’t really pay much attention to it. I’m not saying it’s not dangerous, and it’s not a concern, I’m just saying that ultimately it’s a waste of time to worry.

At the end of the day, the best thing we can do for ourselves for protection is to simply optimize your health and boost your immune system. When it comes to this actual virus and it’s origins, I have not looked into it enough. I thought it was important to share the interview above from a knowledgeable individual in this area, as mainstream media doesn’t seem to go into this type of stuff despite the fact that it does seem like important and relevant information. Furthermore, it can be confusing when such a well read academic and researcher in the field shares information, yet mainstream media simply categorizes it as a conspiracy theory.

It’s always great to look at and listen to multiple sources of information when curious about a topic, especially when we are hit so hard with the same thing over and over again by big media. In my opinion, just as the swine flu, this outbreak will eventually die off. Hopefully.
