Biden Proposes Globally-Imposed Corporate Tax Rates | The Libertarian Institute

Americans should be as hostile to a global minimum corporate tax as they would to a global minimum price for computer chips, lumber or steel. Higher corporate taxes mean businesses have less money to invest in new facilities, develop products, hire workers, pay dividends and command higher stock prices.

In a move that would primarily benefit the world’s largest economies and most bloated governments, the Biden administration has proposed that all the world’s countries agree to impose corporate taxes at a rate no lower than 15%. Biden also proposes punishing countries that don’t adopt the minimum, by imposing heavier taxes on U.S. subsidiaries of companies headquartered in those countries.

In describing the initiative, Treasury secretary Janet Yellen made her aim all too clear: “It is important to work with other countries to end the pressures of tax competition,” she said in a speech to the Chicago Council on Global Affairs.

Though we’re conditioned to view them as something else, taxes are prices—albeit ones associated with no small amount of coercion. In that light, Yellen’s public opposition to tax competition should be just as jarring as if a corporate CFO said “it’s important to work with other companies to end the pressures of price competition.”

Aside from being an act of imperious, central-planning arrogance, the U.S.-led drive to fix the minimum corporate price of government is just the latest example of government pursuing an activity that’s illegal for private actors.

Plan Aims to Make Biden Tax Hike More Palatable

It’s no coincidence that Biden’s proposal comes alongside his drive to hike the U.S. corporate tax rate from 21% to 28%. While that would still leave it below the 35% level where it stood before a GOP-led 2017 cut, it would weaken America’s position in international competition for corporate investment.

According to the Tax Foundation, Biden’s corporate tax increase would lift the U.S. federal-state combined rate to 32%, which would be the highest among the 38-member Organization for Economic Cooperation and Development (OECD).

To the extent it encourages companies to shift investments and operations to more tax-friendly locales, the tax hike would be at least partially self-defeating. Thus comes the Biden administration’s campaign for a 15% global minimum.

Notably, that rate wasn’t the administration’s first choice—it originally floated a 21% floor. The administration likely sees a 15% pact as a precedent-setting foundation for eventually pushing a higher minimum.

Begging credulity, Biden told reporters he wasn’t concerned that higher taxes could prompt U.S. companies to relocate. “There’s no evidence of that…that’s bizarre,” he said.

Though proposed as a global minimum, the initial focus is on persuading the G7 countries: Canada, France, Germany, Italy, Japan, United Kingdom and United States. Reuters has reported that G7 finance ministers will soon announce their commitment to the idea.

Plan Would Benefit Largest Governments at Expense of the Smallest

The sledding will get a lot tougher after moving beyond that group of the world’s wealthiest economic heavyweights to the G20, OECD and beyond.

Indeed, OECD member Ireland, which boasts a 12.5% corporate tax rate, has already declared its opposition to the scheme—a scheme that threatens to widen the divide between larger and smaller economies.

Smaller countries often use lower tax rates to heighten their appeal as they compete with larger, more advanced economies: The 24 largest European economies average a 20.8% corporate tax rate, compared to 14.5% for the 24 smallest.

Given Ireland’s 12.5% rate has spurred high-tech investment and prosperity in the country, it’s easy to see why it would promptly reject an invitation to surrender it for the benefit of the United States and other economic giants.

“We do have really significant reservations regarding a global minimum effective tax rate status at such a level that it means only certain countries, and certain size economies can benefit,” said Ireland finance minister Paschal Donohoe.

In a separate statement, the Irish government said could support a 12.5% minimum, “which is fair and within the ambit of healthy tax competition.”

Alas, to big-government proponents of a minimum corporate tax, “healthy tax competition” is an oxymoron: Yellen has decried a downtrend in corporate tax rates as a “30-year race to the bottom” that must be stopped.

Corporate Taxes Affect Everyone

Americans should be as hostile to a global minimum corporate tax as they would to a global minimum price for computer chips, lumber or steel. Higher corporate taxes mean businesses have less money to invest in new facilities, develop products, hire workers, pay dividends and command higher stock prices.

The ripple effect is potent. According to a study by the Organization for International Cooperation and Development, “corporate taxes are found to be most harmful for growth, followed by personal income taxes, and then consumption taxes.”

Some will scoff at the idea that higher stock prices and dividends are good for the public. However, via 401(k) plans, IRAs, mutual funds and direct stock investments, 55% of Americans are corporate shareholders of one type or another.

Though routinely vilified by demagoguing politicians, businesses are part of an economic ecosystem in which all of us live. When government increases the tax burden of either businesses or individuals, both groups are affected.

Feeding Washington’s Spending Addiction

Having said all that, let’s not let the latest tax debate divert our attention from an essential fact: The U.S. government doesn’t have a revenue problem—it has a spending problem. And it’s poised to grow even worse.

Biden has requested a staggering $6 trillion federal budget for the coming fiscal year—that’s nearly a third higher than pre-pandemic levels. As a percentage of GDP, the president’s plan for the coming decade would see sustained spending at levels unseen since World War II.

When that war ended, spending subsided. Today, as the government-exacerbated Covid-19 crisis winds down, Biden and congressional allies are proposing to spend even more, content to watch trillion dollar deficits become routine, and the federal debt mushroom even after hiking rates on individuals and businesses.

That’s the real race to the bottom, Ms. Yellen.

If you just answered “No” to those questions, then it’s hard to say that political action has worked. After all, every election includes campaign promises to improve our flourishing. So let’s put aside politics for a moment and ponder this question…

If you could identify some factor that was repeatedly reducing happiness, social peace, and abundance, would you want to stop it?

Like, if you swing a hammer at a nail but instead hit your thumb, do you fix the problem by swinging harder, or should you stop swinging?

The thing reducing our flourishing is harm. On a social basis, you and I are particularly concerned about basic injuries, as in…

  1. Does any individual feel increased happiness when someone launches a violent attack against them?
  2. Does any person’s happiness increase when they are subjected to theft, fraud, or vandalism?

The answer is, “Of course not.” Those two examples might seem obvious, yet they’re often dangerously overlooked.

These two injuries are our primary concern. Our ability to thrive may meet other impediments. But we cannot even begin to achieve our full potential without the basic ability to be secure in our person and property. In other words…

It’s impossible for you to increase your happiness while someone else is busy destroying it.

Read that sentence again, it’ll become important. As obvious as it is, most people believe they can make exceptions to it.

Fauci Emails: Mark Zuckerberg Says ‘People Trust and Want to Hear from Our Experts’

Facebook founder and CEO Mark Zuckerberg emailed NIAID director Anthony Fauci in the early months of the COVID-19 pandemic to thank him for his “leadership” during the pandemic, and alert him to the rollout of Facebook’s coronavirus information hub, which artificially boosted “authoritative” information about the virus.

The emails show Zuckerberg requesting a video Q&A with Fauci, because, in the Facebook founder’s words, “people trust and want to hear from our experts rather than just a bunch of agencies and political leaders.”

The emails were revealed through FOIA requests made by the Washington Post and Buzzfeed.

One paragraph of the email was redacted with FOIA exemption code b(4), meaning it contains “trade secrets and commercial or financial information obtained from a person [that is] privileged or confidential.”

The email, dated March 15, 2020, is copied in full below.

Tony:

I wanted to send a note of thanks for your leadership and everything you’re doing to make our country’s response to this outbreak as effective as possible. I also wanted to share a few ideas of ways we could help you get your message out, but I understand you’re incredibly busy, so don’t feel a need to reply unless these seem interesting.

This isn’t public yet, but we’re building a Coronavirus information Hub that we’re going to put at the top of Facebook for everyone (200+ million Americans, 2.5 billion people worldwide) with two goals (1) make sure people can get authoritative information from reliable sources and (2) encourage people to practice social distance and give people ideas for doing this using internet tools. This will be live within the next 48 hours.

Private Security Isn’t Enough: Why America Needs Militias | Mises Wire

In late May we learned that, after a five-month deployment to one of the most dangerous cities in the world, the American military would finally be going home.

Well, not really. They already were home. The dangerous warzone was the American federal capital, Washington, DC. And the “danger” that the military was supposed to be countering was entirely government made. The military—the National Guard—was on a mission to “secure the capital” after a few hundred rowdies had a Jacksonian moment on Capitol Hill. People who obviously had no plan beyond their afternoon tear through the halls of Congress were somehow presented as an existential threat to the American government, and so the statists in Washington ordered the National Guard to remain deployed. Apparently, the guy who stole a piece of stationery from Nancy Pelosi’s office in January was so terrifying that it took thousands of troops to make sure he didn’t come back and do it again.

Of course, on every other day besides January 6, 2021, Washington, DC, is not dangerous because of people like the stationery thief. It’s dangerous because it’s run by the government. The National Guard standing watch against some takeover by the boogaloo bois was all a show, meant to deflect from the government’s failures by making it seem as though it were ordinary Americans, and not their leaders, who are the real threat to peace and security. (It also didn’t hurt to have the National Guard on the steps of Congress so that the purge of patriots from the ranks by woke apparatchiks could continue apace. The last thing the military needs these days is anyone actually dedicated to preserving, protecting, and defending the Constitution.)

What is most troubling about this whole situation is that it was never supposed to be this way. The rationale behind a militia (of which the National Guard could be deemed a modern-day extension) is to defend people and their property, not the government which sponges off both. But over time Washington co-opted the militia spirit of the National Guard and turned it into a ward of the state. The Dick Act of 1903, for example, was but one key turning point of several in the transition from American militia to federal police force. Seen in this light, the spectacle of the National Guard occupying Washington was a complete inversion of the intended order of things. The militia is supposed to protect us from the government, not the government from us.

There is an important lesson in this for those of us who, unlike Washingtonians, still love our God-given liberties. The American empire is coming apart at the seams. God willing, the damned thing will collapse with a shudder very soon. Many around the country have long since been preparing for this day, and also taking measures against the government while it still functions by exploring the possibilities of private security. Private security is surely necessary now, and will be even more necessary as the American Leviathan turns belly-up. But beware. History teaches that private security works for a while, but almost always ends up increasing oppression in the long run. As Americans rediscover the honorable militia traditions of their past, they should also take in the notes of caution which that history also contains.

Perhaps the best place to start to understand how and why private security tends to become statist oppressor is to look at foreign history first. Take the samurai, for example. The samurai are probably most often thought of as swordsmen of the Tokugawa martial law order, and that is certainly true. But the samurai started out, not as state agents, but as private security forces. The Heian Period (794–1185) was a time much like the hedonist period (December 23, 1913–present) in the USA today. The central government in ancient Japan, just like the central government in the USA today, was filled with courtiers and well-connected girly men (not that I’m thinking of Hunter Biden as I write this) who were infinitely concerned with their own social schedules and could spare very little time for administration. Because of the self-absorbed nature of central government politicians, the provinces were increasingly left to fend for themselves.

But countryfolk in Japan are made of sturdy stuff, just like good old boys in America. The Japanese locals didn’t just roll over and whimper when things got bad. They did what any sane group would do—they stocked up on weapons and took the law into their own hands. The toughs who emerged as peacekeepers and eventually kingmakers from all this were the bushi, the samurai.

Former CIA contractor-turned-whistleblower Edward Snowden has warned that Democrat Joe Biden is “deeply involved” in a National Security Agency (NSA) operation to illegally spy on European leaders.

According to Snowden, who now lives in exile in Russia after fleeing the United States, says Biden has been working with intelligence officials in Denmark to spy on foreign leaders part of an NSA program.

The most notable targets of the alleged operation are German leaders Chancellor Angela Merkel and President Frank Walter-Steinmeier.

Snowden claims Merkel and Walter-Steinmeier are among several high-profile officials who were illegally spied on by the NSA.

The NSA reportedly acted with the cooperation and help of the Danish Defense Intelligence Service (FE), according to a European media investigation. 

The spying allegations first came to light in 2013, thanks to NSA documents leaked by Snowden.

Snowden’s leaks specifically revealed Merkel’s private cell phone had been monitored by the Obama administration.

The new revelations come as a result of multiple European news outlets – including Danish state broadcaster DR, German NDR, Swedish SVT, Norwegian NRK, and French Le Monde among others – obtaining access to internal reports and information from Danish Secret Service sources.

According to the investigation, politicians in Germany, Sweden, Norway, the Netherlands, France, and even Danish finance industries were also targeted by the NSA with the help of Danish spies.

The Danish government has reportedly known about the cooperation for years and forced FE leadership to step down in 2020 after discovering the full extent of the relationship following an internal investigation.

They did not, however, report the findings to any European Union allies.

The spying was primarily done through hijacking Danish electronic communications systems as the country has landing stations for subsea internet cables between numerous countries, such as Germany and Sweden.

Snowden, who first made his revelations about the NSA while Biden was vice president, says the current president is “well-prepared” to answer the accusations and that there should be a requirement of “full disclosure” from both Denmark and the US.

In response to explosive reports, Norway’s Defence Minister Frank Bakke-Jensen said they were “taking the allegations seriously,” while Sweden’s Defence Minister Peter Hultqvist said he “demanded full information on these things.” 

Neither the NSA nor the Danish Defence Intelligence Service has issued a comment yet.

Former German opposition leader and Merkel rival, Peer Steinbrück, who also reportedly had his communications monitored, told German broadcaster ARD that he considers the situation to be a “scandal.” 

“It is grotesque that friendly intelligence services are indeed intercepting and spying on top representatives of other countries,” he said.

Breitbart last week published a commentary about homosexuals who were demonstrating against the Israelis and calling themselves “Queers for Palestine.” The commentator reminded the activists that while the Israelis are quite tolerant of gays, the Palestinians treat them rather brutally. This may all be true but is also irrelevant for why gays, Black Lives Matter, and other groups on the intersectional Left have taken the side of the Palestinians (really Hamas) against the Israelis. They are siding with what they imagine to be a permanent revolutionary Left, all the parts of which form a harmonious whole. 

According to this enduring myth, which finds expression in, among other sources, Mark Bray’s The Anti-Fascist Handbook, the current Left is a continuation of the Communist-led Popular Front of the 1930s, while the unchanging enemy is fascism. While the fascist enemy may vary, depending on what the self-described Left decides to crusade against, the Republican Party and the Israeli government are now stand-ins for Hitler, the former apartheid government in South Africa, and other villains of the Left. 

What happens politically or culturally must be understood through these ideologically shaped lenses: Antifascists believe they are still in a struggle that erupted between Right and Left almost 90 years ago, and whomever they designate as “fascists” become the heavies in this morality play. 

There are two problems with this game. First, the Right—or what is designated as such—keeps changing so that it ceases to resemble what it once was. Second, the antifascist, pro-LGBT, feminist Left is not the equivalent of the old interwar Left. The fascist enemy, one may be led to believe from reading Bray or Jason Stanley, the author of How Fascism Works, is white, male, Christian, and a sworn enemy of Third World immigration, gay marriage, and other current sacred cows. 

Among their other enormities, fascists are also occupying land that nonwhites or Muslims are now claiming. The Israelis, for example, are surrogates for the hated Christian West, who keep postcolonial Muslim revolutionaries from taking back Palestine, where presumably they would erect an antifascist state. If there is a connection between Hitler’s Third Reich and the Israeli-Palestinian conflict, we may have to leave it to antifascist luminaries to explain it to us.

It is also hard to figure out how immigration restrictionists are fascists, since fascists were typically expansionists, not people who wanted to close their borders and hang out with their own kind. According to Jason Stanley, “Fascist opposition to gender studies flows from its patriarchal ideology.” It may be difficult to pin this on the interwar Right since the present feminist movement with its list of demands (for lesbians, the transgendered, etc.) did not exist in the 1930s, except as a very marginal presence. It is hard to imagine any political faction in the 1930s, whether on the Left or on the Right, coming out for “gender studies” that advocate sex-change operations and declare gender differences to be social constructs.

By some peculiar logic, parties that issue such warnings are necessarily fascist or at least right-wing extremists and therefore responsible for anti-Semitic outbursts committed by groups favored by the Left. 

Even more significantly, the Left in the past, and especially Communists, were guilty of all the extreme rightist attitudes that antifascists now level against their opposition. Communist parties and leaders were explicitly homophobic, opposed Third World immigration as a danger to the indigenous working class, and in the case of leftist icon, Che Guevara, mocked the black race. 

The intersectional Left is mostly a contemporary phenomenon and its exaltation of Communism and other past Lefts is based largely on an effort to manufacture for itself a venerable genealogy. When the Spanish Left, which is now in power, claims as antecedents the Communists and Anarchists of the Spanish Civil War, it is giving itself a questionable past. Spanish Communists in the 1930s did not celebrate homosexuals or the transgendered; nor did they welcome to their country Muslim fundamentalists to express their antifascism. Barack Obama might have imagined that the Castro brothers, whom he fawned over like a puppy during his visit to Cuba, previewed his own radicalism. But unlike American leftists, Cuban Communists have not glorified homosexuals; they’ve imprisoned and tortured them. 

Antifascist polemicists and others on the Left like to believe they represent a side that has been struggling against the same Right for almost 100 years. But there is little evidence for this assumption.

Strange it is that a disarmed and helpless West is so well defended by the one thousand billion dollar annual budget of the military/security complex and the 700 or so overseas military bases of the Disunited States. But this is no defense of Western civilization. It is a defense of the power and budgets of defense contractors, CIA and other “intelligence agencies,” the supply chains for defense industries, the university physics and chemistry faculties on Defense Department grants, the political campaign contributions that flow back from the military industries to candidates for the House, Senate, and Oval Office.

June brings my  quarterly request for donations. Your financial support for the website tells me that my efforts are valued and worthwhile.  Your donations support me in standing up to the smears. Telling the truth in America in these days is a punished, not a rewarded, activity.  

The United States is best understood today as the Disunited States.  There is less unity than in 1860.  Civility is gone from debate; indeed, debate itself is gone.  Integrity and respect for truth have lost out to worship of money and the rule of power.  Ideology has shoved aside facts.

Money and power are all. We have seen this in the intentional exaggeration of the Covid threat for Big Pharma profits and the institutionalization of arbitrary government power over civil liberty.  Today, with the exception of some free Red states, such as Florida, in the Disunited States our exercise of our civil liberty requires the government’s permission. You are free only by the government’s permission.  In other words, the US Constitution has lost its authority.  We now live under the authority of the power seekers.

Government and corporate spying have destroyed privacy, another Constitutionally protected right. 

Education has been replaced with cult indoctrination. In blue states and in some local school districts of red states, white American students are taught that they are racist by nature.  They are infused with personal guilt for slavery that ended 156 years ago.  Speech codes are imposed that prevent any challenge to the propaganda masquerading as eduction.  The brainwashing of white Americans is imposed by law in blue states such as California, Washington, Oregon, and New York.  Parents who complain are fired by their corporate employers who have imbibed the Critical Race Theory kool-aid. No American who works for a US corporation has freedom of speech.

It is today ordinary for white liberals to speak of “exterminating whiteness.”  Whether they realize it or not, it includes themselves.  What is meant by exterminating whiteness?  The most radical mean it literally—the genocide of white people.  White people being systemic racists are inconsistent with “social justice.”  Most white liberals, such as those on blue state school boards, mean by exterminating whiteness the extermination of “white values,” such as meritocracy and colorblindness. 

Colorblindness meant that the best person got the job regardless of race.  It was seen as a way of guaranteeing that a meritorius black person would not be passed over because of race.  But white liberals now say that colorblindness is a white value that upholds meritocracy, whereas “equity” requires that blacks advance because of race, not because of merit.

Exterminating whiteness also means taking down white monuments, burning or delisting white books, rewriting white history as one vast ongoing crime.  Essentially what is required of us is that we reject and denounce Western civilization. If you don’t denounce your civilization, it is proof that you are a racist.

It started years ago—“Western Civ has to go.”  The white liberals thought this was great–denounce your own civilization. 

Another way of eliminating whiteness is open borders to peoples of color who eventually outnumber and rule the minority whites.  The Camp of the Saints explains what to expect. Already we see in the Western world governments more responsive to immigrant-invaders than to ethnic citizens.

Many older patriotic Americans dismiss the assaults on whiteness as silly nonsense.  It is silly, and it is nonsense, but it is nevertheless highly successful in destroying the system of beliefs that comprise Western civilization.  Indeed, the destruction of the beliefs—the glue—that hold our civilization together is almost complete. People such as Martyanov, the Saker, Dimetri Orlov, and myself see collapse staring us in the face.  We all hope that we don’t outlive its occurance.

In the West everything is denunciatory.  Nothing is affirmatory.  So many decades of denunciation of the West’s crimes has collapsed belief.  The West is disarmed and helpless.

The one thousand billion dollar annual “defense” budget requires an enemy, and this requirement negates any security from the vast sum expended. Despite the Defense budget, it is far more dangerous to have an enemy than not to have one.  Having Russia as an enemy enhances the defense budget and reduces our safety.  For the sake of the power and profit of the US military/security complex Washington needs the Russian threat to keep the money flowing. 

But what country in its right mind would want as an enemy a nuclear armed country whose weapons systems were far superior to its own?  

During the 20th century Cold War the US and Soviet leaders worked to reduce tensions.  Arms control treaties were agreed, and communication was kept open.  This saved the world from many false alarms of incoming ICBMs.  Today the tensions, thanks to Clinton, Bush, Obama, and Biden, are so high that false alarms will be believed.  The world can end simply because of a false alarm.

For expressing concern together with Stephen Cohn, now deceased to our great loss, that a nuclear war could be the consequence of a lack of trust between Washington and Moscow, I was accused of  “Putin worship” by Michael C. Moynihan, a person of no known achievement at a website called “The Daily Beast.”

The digital revolution has endowed journalism with minimal intelligence and minimal integrity.  As Udo Ulfkotte wrote in his 2014 book, they are Bought Journalists.

These bought journalists respect money more than life.  If the world experiences nuclear Armageddon, it will be the fault of the Western Presstitutes who helped the military/security complex resurrect the Cold War.
